**Job Purpose**:
To develop and lead the implementation of Departmental Accounting policies and procedures.

**Key Responsibility Areas**:
Responsible for specialisation and financial accounting.

Providing a financial advisory service to the Deputy City Managers/Heads of respecitve clusters.

Overseeing the co-ordination and control of the prpepation of the budget for the allocated clusters in comlinance with MFMA.

Co-ordinating and controlling the preparation of the interim and annual financial statements for the allocated clusters in compliance with the applicable accounting standards (i.e. GRAP) and MFMA (as well as other applicable legislative prescripts).

Overseeing and guiding the preparation of monthly financial reports in complinance with MFMA and National Treasury reqiurements.

Overseeing and guiding the preparation of working papers supporting financial statements in compliance with MFMA and the standards of GRAP.

Leading the prepation and updating of assets registers of the clusters in compliance with accounting standards applicable to assets i.e. GRAP 16, 17, 31 and 103.

Overseeing the prepation of national and provincial returns in compliance with applicable norms and standards.

Reviewing reports to Bid committees and making recommendations to the Head Expenditure.

Leading, overseeing and guiding programmes and projects, focussing on specialist accounting and Treasury activities.

Providing high level strategic advice in terms of legislation and strategic priorities to the Clusters and the standing committees and advice on procurement reports.

Advocating the use of ethical principles and values to all accounting activities and ensure consistency.

Overseeing and guiding productive outcomes associated with utilisation and performance of personnel and resources within the area of responsibility.

Planning and preparing capital and operating estimates for the area of responsibility and controlling expenditure against the approved budget allocations.

**Essential Requirements**:
B.Comm Honours or CTA (with Accounting 4 or Advcanced Accounting).

Member of a recognised professional Accounting body in South Africa.

Must be in possession of National Treasury MFMA minimum competency qualification (NQF6) OR Must obtain a National Treasury MFMA minimum competency qualificaiton (NQF6) within 18 months of date of appointment.

Valid motor vehicle driving license (Code B).

7 years relevant experience at a management level of which at least 2years must be at a senior management level.

MBA or MBL or equivalent.
