The HSRC was established in 1968 as South Africa’s statutory research agency and has grown to become the largest dedicated research institute in the social sciences and humanities on the African continent, doing cutting-edge public research in areas that are crucial to development.
Our mandate is to inform the effective formulation and monitoring of government policy; to evaluate policy implementation; to stimulate public debate through the effective dissemination of research-based data and fact-based research results; to foster research collaboration; and to help build research capacity and infrastructure for the human sciences.
The Office of the Deputy CEO: Research is the coordination hub of all research related activities in the HSRC. It plays a significant interface role between research and support to ensure that the mandated objectives of the HSRC are achieved. It also serves by creating an enabling research support environment which serves as a catalyst for the attainment of scholarly and sustainability outcomes. The office plays a pivotal role in the monitoring of research performance, research governance, research information services and scholarly publications.
The purpose of this role is to provide strategic leadership and oversight of the activities of the Research, Development and Innovation programmes of the HSRC, distributed between the following Divisions, Centres, and Institutes, which focus on specialist research areas, as well as specialised business units to give effect to the HSRC Research mandate, as well as to provide other administrative and management support to the CEO.
**DEPUTY CHIEF EXECUTIVE OFFICER: RESEARCH**

- Overseeing quality of research undertaken.
- Creating an enabling environment for research Divisions, Centres, and Institute to attain the organisational objectives and targets.
- Supporting the Chief Executive Officer in the day-to-day management of research matters.
- Supporting the establishment and maintenance of long-term relationships at both strategic and operational level.
- Ensuring that research Divisions, Centres, and Institute incorporate in their approach to research, diversity, basic research, humanities, monitoring and evaluation, and developing new methodologies to advance social and human sciences.
- Ensuring that research conducted is in line with HSRC’s code of ethics.
**Minimum Requirements**:
**Minimum Qualification/s - NQF LEVEL**
NQF 10 in the broad Social Sciences or Humanities field.
Relevant Management or Leadership qualification
**Minimum Work Experience**
- 10 Years leadership experience in an academic or research environment, 5 of which must be at an executive level.
- Knowledge of the regulatory environment in which the HSRC operates.
**Minimum Additional Requirements
- At least 40 published research outputs with several in internationally recognised scholarly publication platforms.
- Extensive fund raising and large-scale research project management.
**Duties and Responsibilities**:
- Academic standing, research gravitas and extensive experience of the local and international research environment.
- Strong business, leadership and management abilities at an executive level, and the ability to provide intellectual and strategic leadership to the HSRC.
- An understanding of the local and international research environment.
- An understanding of the developmental context, issues and challenges of the country and the continent.
- The ability to work with policy makers in Government, civil society and academic institutions.
- Insight into the legislative and policy developments in higher education, science and technology in South Africa.
- Access to research networks that can be mobilised to strengthen the HSRC, the country and the continent.
- Entrepreneurial drive, experience and willingness to maintain relationships with existing funders and to seek new opportunities for external funding for important areas of research.
- Capacity to drive the HSRC’s transformation agenda and targets.
- Ability to strengthen and leverage the HSRC’s impact on knowledge, policy and society.
- A track record of leading large-scale quantitative and/or qualitative research studies with demonstrable impact outcomes.
- A successful record of raising large scale project funds for research.
- Advanced business and commercial acumen.
- Excellent computer literacy including a knowledge of contemporary ways of communicating research outcomes.
In summary, the successful applicant will probably have functioned at professorial level, headed a unit or department, supplemented her/his remuneration with user-driven consultancies, and successfully led research collaborations on large-scale local and international grants and has worked in a policy environment.
