Learning and Development Manager

My client in Umhlanga is currently looking for a Learning and Development Manager within the **Human Resources **Department. The position reports to the **Human Resources Head**.

The successful incumbent will be responsible for partnering with the business to develop a country-wide learning and development strategy and plan linked to business performance needs and competence gaps.

**Key performance areas**
- Adhere to HR functional excellence and minimum standards, and ensure compliance to statutory, regulatory or policy requirements
- Develop and communicate the country L&D strategy
- Manage and execute an end-to-end learning and development function incl. programmes, processes, systems, and training tools.
- Manage the process of learning needs analysis through consultations with managers, surveys, interviews with employees, or evaluation of business information.
- Determine and communicate annual learning priorities aligned to business goals
- Develop an L&D plan for local implementation aligned to the local business strategy and needs analysis.
- Oversee development of learning plans for functions and business units in line with the key business goals.
- Actively enable a learning culture, and determine appropriate leaning strategies and approaches aligned to the 70:20:10 principle.
- Compile and manage budgets and report on the learning budget overall and by function.
- Together with business SME’s / external suppliers, design learning solutions and materials to address specific learning needs.
- Align and coordinate all the resources required to develop L&D solutions, tools, frameworks and services (e.g. vendors, technology, and HR partners).
- Design and conduct competence assessments of employees to determines achievement of required competence.
- Partner with line managers to determine functional competence requirements, solve problems and to diagnose competence related performance gaps.
- Evaluate, appoint, and monitor performance of external training providers in line with Illovo’s quality requirements.
- Facilitate formal learning using a variety of methods and a using a variety of instructional techniques.
- Monitor and evaluate learning programs to ensure they are current and effective.
- Determine return on investment for various strategic L&D initiatives.
- Ensure governance and compliance in all aspects of L&D in the organisation.
- Implement various talent pipeline development programs such as bursaries apprenticeships, learnerships and graduate development programs in line with the talent needs of the organisation.
- Prepare, submit, and present reports to management (incl. senior management).
- Provide quality input and data for statutory reporting e.g., WSP/ATR and BBB-EE (South Africa)
- Provide guidance and counselling to employees for career development and personal development planning.
- Manage the performance of L&D team to ensure effective and efficient execution of L&D services within the business.
- Promote and adhere to company's procedures, policies, and guidelines, including, without limitation, those relating to SHERQ,
- Competition Law and Anti-Bribery and Corruption (ABC)

**Minimum specifications / requirement areas**
- **Degree (Business / HR / Organisational Psychology or equivalent)**:

- **10 years relevant experience**:

- Impressive, demonstrable track record and skills/experience gained within a similar position(s), at a similar level.
- Ability to communicate effectively and assertively
- Influencing and negotiating skills
- Budgeting and cost management
- Analytical and Problem-solving skills
- Valid driver’s license

**Salary**: R77,000.00 - R91,000.00 per month
