**Job Overview**

The purpose of HR Officer is to be responsible and accountable for the provision FHR administrative support to the MSF SnA Section.The Field Human Resources (FHR) Officer is responsible for supporting components of at large Field HR in the MSF SnA Office plus some Domestic administrative movement activities. The HR Officer is an FHR custodian, and is responsible for the implementation of MSF SnA FHR standards, protocols and procedures.

**Key tasks and responsibilities**

**1. HR** project management**:
**1.1 Data analytics and HRIS support**

**Purpose**:
Support the CM and HRO in updating the missing information in Hero and wedoo programs while testing new functionalisties that will improve the efficiency of recruitment and career management.

**Strategy**:

- Assess the current data collection process and tools used.
- Assess what challenges the team is having with hero and wedoo.
- Update the required data in right tools.
- Test functionality of the program and advice. Showcase steps undertaken and handover to the team.

**1.2 HRIS management**

**Purpose**:
Support the HR manager (Performance management) in selection, development and integration of all HR information systems.

**Strategy**:

- Collect and document information regarding HRIS within the parameters set by the HR Manager, presenting updates to the HR manager (performance management).
- Conduct annual as-is MSF SA HRIS audit in collaboration with the HR Manager (HRIS).
- Arrange change management presentations linked to implementation of new HRIS systems.
- Communicate updates to HRIS, as necessary, to all relevant stakeholders.
- Be available to represent the HR manager (Performance management) at MSF SA HRIS platforms.

**2. Planning and reporting**:

- Contribute to annual action plans linked to relevant domestic HR portfolios (performance management) and Field HR pools (medical and non-medical).
- Support the HR Manager (performance management) in communicating HR plans to relevant stakeholders.
- Monthly and quarterly reporting to the HR Manager (performance management).
- Track and present expenditures within DHR portfolio (performance management) and FHR pool (Medical and non-medical) to the HR Manager (performance management) for validation.

**3. Responsibilities towards MSF-SA staff mobility administration**:

- In liaison with the HR manager review and recommend changes and updates to the MSF SA staff mobility administration procedures, processes and tools.
- Provide global visa support as requested.
- Ensure good communication between the MSF SA office and Operation Centres, as well as all relevant stakeholders.
- Liaise with relevant service Providers as and when necessary (Travel agencies, etc).
- Keep up-to-date records of the current mobility situation of MSF SA staff.
- Crosscheck all the necessary staff mobility related documents (e.g. contracts, job descriptions, insurances, mission orders).
- Explain mobility procedures to staff before departure.
- Flag mobility challenges to HR manager.
- Work closely with staff mobility platforms to seek out opportunities, synergies and collaborations.

**4. Responsibilites towards field staff (medical and non-medical pools)**:

- Organizing, scheduling and communicating briefings and debriefings of fieldworkers to HRM.
- Communicate fieldworker arrival and departures to the MSF SA office, using appropriate communication channels and tools.
- Conduct briefings of fieldworkers (Paramedical), checking that the fieldworker has all the relevant project information, and has undergone necessary health checkups and vaccination updates.
