HR Officer

**Job purpose: (MUST BE MANDARIN)**
This role provides advice and support to the line managers and employees through the provision of services across general range of HR activities. It ensures that all aspects of HR support are delivered in a timely manner.
**Primary Duties and Responsibilities**:
**1. **Human Resource Planning (reviewed Monthly, Quarterly, Annually)**
1) Mainly to forecast manpower requirements,
2) plan or improve the organizational structure of the enterprise and the authority of each position
3) Draft, improve and implement company Policy & Procedure.
**2. **Training and development**
2) On-the-job training and special skills training
- Internally and externally ( arrange with SEESA and other resources available)
3) Liaise with departmental managers to determine skills deficiencies and future training needs for promotional and productivity purposes.
4) Training log book, feedback collection and files keeping and update
**3. **Payroll**
1) Monthly Payroll administration and review/reconcile to ensure all is in order prior to pay run.
2) Sage capture and upload
**4. **Staff Contract and documentation management**
1) Offer Letter work cycle
2) Prepare onboarding pack and ensure onboarding is done as per plan.
3) Notice of end of contracts for contracts that won’t be renewed.
4) Notice of renewal contract and prepare accordingly
5) Prepare personal files for new employee, update for existing employees and ensure completeness of the files
6) Handling of all necessary documentation for an ex-employee (Certificate of Service, UIF, ETC).
7) Completion of all documentation regarding the change in conditions of employment for employees and ensure that necessary communication is sent out the relevant employee.
**5. **KPI management**
1) Monthly or Quarterly KPI cycle monitor and data collection and filing accordingly
2) KPI review appointment as advisor and review meeting arrangement, record minutes where necessary and file.
3) Work with department managers to draft or adjust KPI, grading system as per business requirements.
**6. **Recruitment**
1) Support the recruitment process and Internship implementation.
**7. **Attendance**
1) Monitor attendance and keep record for payroll monthly
2) Improve or set up procedure for clock in and out as well as on Ding talk procedure
3) Collect leaves forms and information from Line manager for each department
**8. **Staff relationship and management**
1) Handling of disciplinary issues and grievances processes.
2) Responsible for developing and maintaining effective policies and procedures so that labour disputes and grievances are minimized or eradicated.
3) Interpret and ensures compliance with South African labour laws regarding conditions of employment.
4) Compilation of all HR statistics. (Warnings, hearings, CCMA, Attendance)
5) Working with labour consultants on HR & IR issues.
**9. **Business Culture development and maintenance**
1) Team Building
2) Liaise with Line Mangers to collect staff status from HR perspective and make suggestions accordingly
3) Handling of all HR related queries (salaries, leave, etc.) and assist with any other HR issues or activities.
**10. **HR related supplier management**
1) SAGE payment cycle and communication
2) SEESA and etc.
3) Teambuilding venue etc.
**11. **HR related other daily operational work**
1) Maintains and orderly filing system (including both hardcopy files and files saved in the HR & Payroll System) that is up to date.
2) Any other things that are HR and Admin related or required by Seagle Telecom and Afritop management.
**Salary**: R20,000.00 - R40,000.00 per month
