About the Role

The Contract Manager will oversee the administration and performance management of ICT Support and Maintenance Contracts covering the Department's Data Centres, Server Rooms, and Digital Transformation activities. This includes ensuring adherence to contractual terms, regulatory requirements, and governance frameworks, while providing strategic oversight of vendor performance, financial compliance, and contract lifecycle management.

Key Responsibilities

  • Manage full end-to-end contract lifecycles, including initiation, negotiation support, monitoring, and close-out
  • Ensure service providers meet contractual obligations, including availability, uptime, response/resolution times, and SLA compliance
  • Oversee financial administration of contracts, including budgeting, expenditure tracking, invoice verification, and forecasting
  • Liaise with SCM, Legal Services, and Finance on contract renewals, extensions, variations, and compliance-related matters
  • Coordinate regular supplier and internal stakeholder performance review meetings
  • Maintain a comprehensive contract register and supporting documentation repository for audit readiness
  • Develop contract governance frameworks, reporting templates, and monitoring tools for improved visibility
  • Ensure alignment with PFMA, Treasury Regulations, ICT governance frameworks (ITIL, COBIT), and departmental procedures
  • Support digital transformation initiatives by integrating contract performance metrics with ICT service management processes
  • Identify contract risks and develop mitigation plans in collaboration with executive leadership

Qualifications

  • Bachelor's Degree in IT, Supply Chain Management, Business Administration, or related field
  • Postgraduate qualification in Contract Management, ICT Governance, or Project Management is an advantage
  • Contract/Vendor Management certification desirable

Experience

  • 5–8 years' experience in ICT contract and vendor management within government or large enterprise environments
  • Experience managing complex, multi-year, high-value ICT contracts (data centre, infrastructure, cloud)
  • Strong knowledge of PFMA, National Treasury Regulations, and compliance frameworks
  • Proven ability to manage cross-functional teams and multi-vendor environments
