HR Administrator

Well-known household retail brand based just outside Stellenbosch is seeking an HR Administrator who will be responsible for providing an efficient HR and payroll administration function. The responsibilities will include administration of payroll, recruitment and selection, employment equity, employee relations, skills development, implementation & upkeep of HR policies and procedures and HR reporting to support the business. Duties to include the following:
**Workforce planning and job evaluation**:
- evaluate workforce needs - analyse the skills and competencies required for each job and update job descriptions in line with organizational objectives
- keep organograms updated as the organizations’ needs change
- preparation and upkeep of job descriptions
**Recruitment, Selection and Induction**:
- preparation of adverts for vacancies and publishing in the appropriate media channels
- contacting of references - using interview summary sheet and record details
**Induction and contracting**:
- induction packs to be ready for the first day of onboarding
- induction training as per induction plan
- keep track of timeline of contracting - contracting trainees, seasonal and permanent appointee’s using the correct contract agreements
- ensure all employees have signed and understand the code of conduct, disciplinary code and individual WIE
**Payroll**:
- maintaining employee information on time and attendance and payroll systems
- manage employee attendance, capturing and reconciliation of employee hours, weekly and monthly (using the timekeeping system & timesheets)
- capturing / importing of approved employee hours to payroll system and generating transaction lists and payslips
- payroll reports and monthly payroll system back-ups on the 15th and 30th of each month
- Wages - hours calculated according to timesheets, leave allocation and deductions
- Salaries - including timesheets, leave allocation and deductions (retail, admin and management)
- control casual wages, add to payroll after 2-week training contract for ETI benefits
- general administration related to payroll (queries, employee information, skills development and EE information captured to system for reports)
- produce monthly departmental reports as required by Finance Manager, including EMP201 and ETI reports and actual vs budget report (head count report)
- SARS annual and bi -annual submission of EMP501 (oct | may)
**Staff welfare and deductions**:
- ensure all staff clothing has been invoiced by marketing department
- administrate fuel claims or deductions and reconcile and processed to payroll for deduction on due dates
- timeous distribution of upcoming birthday notifications - send list to marketing
- compiling annual service awards
**Skills Development and Training**:
- liaising with department managers and identify skills shortages and where there is need to improve and discuss training needs with management to develop action plans
- assist with the preparation & implementation of the annual WSP/ATR
- identify suitable training interventions, funding and accredited training providers
- organizing and conducting internal / external training sessions / workshops for staff where required and in line with company goals / legislative requirements
- complete quarterly reports for the W&R SETA as per their deadlines
- follow up with staff and managers who have received training to ensure that training leads to individual, team and organisational improvement
- ensure company sponsored training agreement is signed between the company and the staff member involved
**Performance Management systems**:
- be the custodian of effective performance management practices
- gather all reports from top management for performance review results as per set out calendar
- escalate poor performance issues to relevant parties
**Change Management & Organisational effectiveness**:
- assist to implement change initiatives that are aimed at improving team and organisational performance (such as Workplace Challenge Productivity SA programme)
- support teams to improve by encouraging and coaching them towards effective communication, problem solving techniques (such as the fishbone / 5whys), action plans and ideas
- assist with follow ups on implementation of actions and ideas to teach teams the importance of follow up and follow through
**Employee relations**:
- consult and advise supervisors, management and staff on Labour relations issues
- monitor employee adherence to code of conduct and rules and follow up with managers to ensure that the relevant steps are taken to improve / enforce adherence (counselling / warnings)
- book hearings with third party service provider when needed
**Employment Equity**:
- participate actively on the EE committee and consult on matters related to EE plan
- prepare and submit EE reports annually to DOL - OTIF
**MBU, HR and training**:
- ensure you understand the overall company charts and targets of your Min
