**About PETCO**

Recycling, being the process of separating, collecting, and remanufacturing or converting used or waste products into new materials, is much more than just reducing the amount of waste sent to the landfill. With a long list of benefits that aren’t limited to the environment, there are many economic and social advantages to recycling.

Incorporated in 2004, PETCO (the PET Recycling Company NPC), who at the time identified the critical need for post-consumer waste management, started as a voluntary, industry-driven and financed environmental solution for post-consumer Polyethylene Terephthalate (PET) plastic bottles. PETCO represented the plastic industry’s effort to self-regulate the recycling of post-consumer PET.

The company and its founders have led innovation by providing industry driven and financed targets that facilitate a circular economy. For 17 years PETCO provided a service to its members by growing the collection and recycling of PET bottles, to levels that are admired by many developed countries, and helped to develop local recycled PET (rPET) capacity. Following the introduction of EPR regulations in South Africa during 2021, producer participation in an EPR Scheme is no longer voluntary. Fortunately, PETCO has many years of experience in establishing a circular economy and was able to ease their members’ transition from voluntary to mandatory EPR.

PETCO’s view, which is aligned with international best practice, is that the producer in the EPR regulations for packaging is either the brand owner of products using the packaging, the retailer in the case of house brands, or the importer of goods contained in packaging.

While converters and co-packers arguably fall into the category of producers, PETCO envisages that they will play an important role in the rollout of mandatory EPR by recovering the respective EPR fees from brand owners and retailers to support EPR fee recovery. PETCO’s membership is therefore predominantly comprised of brand owners with converters and co-packers also involved in tri-party agreements where brand owners wish to make payment through their suppliers.

Full compliance with the regulations set by the National Environmental Management: Waste Act is a requirement of every producer and PETCO commits to set and administer its EPR Schemes to assist its members to comply with their obligations as producers - in this context its primary target is to ensure that it achieves the specified collection and recycling rates, In addition, however, PETCO sets out to add value to members beyond policy, and to use influence to continually drive innovation and market creation.

To remain a leader in producer responsibility, PETCO has established sound governance principles and its Board of Directors represent the industry value chain. To achieve its purpose, PETCO focusses on the corner stones of building a circular economy and to this extent the prioritised activities include: driving recycling activities, unlocking the collection and recycling value chain, guiding product design, stimulating end-use markets for recycled material, and building the required local recycling infrastructure and capacity.

To continue unabated service delivery, PETCO raises an EPR fee directly from its members and uses the income to fund its activities to keep the value chains for the identified products that is represents moving in an efficient and affordable manner on behalf of its members, partners and broader society. Today PETCO is a registered Producer Responsibility Organisation administering EPR schemes primarily for PET packaging, a range of plastic closures and labels (HDPE, PP, BOPP - typically found on bottles), as well as for liquid board packaging.

**About the Role**

**Drive sustainable and efficient downstream recycling programmes that ensures waste material circularity and end-use through**:

- Contracting recycling capacity and managing relationships with existing waste recycling partners.
- Securing future recycling capacity through recycling supplier developments initiatives in South Africa, in line with anticipated growth in waste consumption and collection rates for post-consumer packaging material, as per the various EPR schemes mandated.
- Researching and developing new areas of opportunity for PETCO, and particularly in terms of new end use-markets for post-consumer material.
- Managing the post-consumer recycling processes at PETCO.
- Driving brand owners to develop sustainable packaging that ensure recyclability in collaboration with packing suppliers and regulators.
- Driving the “design for recyclability” with PETCO’S key stakeholders (i.e. brand owners, converters, retailers etc.) in the product value chain with the aim of increasing awareness that products should be designed with the environment in mind.
