HR Officer

The HR Officer is an HR professional who is responsible to provide overall support to HR department, employees and managers in the various human resources operational areas and functions, which include and is not limited to, recruitment, staffing, training and development, performance monitoring, general administration, and coordination of reporting across aspects of HR as required, employee benefits and employee/industrial relations.
**QUALIFICATIONS & EXPERIENCE**
- Diploma/ Degree in HR Management
- 3 to 5 years solid experience in an HR Officer/generalist role.
- Intermediate understanding of Employment Equity Act, Skills Development Act, Labour Relations Act, Basic Conditions of Employment Act and all other applicable legislation
- Intermediate knowledge of Microsoft Office (Excel, Word, PowerPoint)
- Driver’s License with own/reliable transport will be advantageous.
- Proven experience as HR Officer/Generalist
- Knowledge of HR functions (pay & benefits, recruitment, training & development etc.)
- Understanding of labour laws and disciplinary procedures
- Experience coordinating special HR initiatives/projects
- Knowledge of HRMS will be advantageous
**DUTIES**
The duties include the following:
- Support the development and implementation of HR initiatives.
- Work closely with various departments within the Signa entity increasingly in a consultancy role, assisting line managers to understand and implement policies and procedures.
- Be actively involved in recruitment by preparing job descriptions, posting adverts, and coordinating the recruitment process.
- Assist with vetting of the agencies/ service providers and maintaining a preferred supplier list
- Collaborate with management in creating and implementing effective onboarding plans and refresher training for existing employees.
- Assist in the performance management and Pledge for Success process.
- Support the management and HR with administration of disciplinary and grievance matters.
- Maintain employee records according to policy and legal requirements.
- Review employment and working conditions to ensure legal compliance.
- Ensure meticulous handling of payroll inputs and benefits administration.
- Ensuring accurate and proper record-keeping of employee information in electronic and digital format.
- Promote equality and diversity as part of the culture of the organisation and coordinate compliance procedures as well as contribute to the consultative and reporting processes.
- Champion and create awareness of the employee wellness programs.
- Act in a support role in representation of HR as Social Committee member.
- Assist with the administration of pension and employee benefits.
- Assist employees with HR related queries and requests.
- Collaborate with Signa Group HR on HR/People initiatives and ensure alignment with culture and governance /policy frameworks.
**Skills Development Compliance & Facilitation**
Assist with the duties of Skill Development as and when required:
- Gain approval of the Funding /Grant strategy from HR Management Team
- Operational standards, efficiencies, and effectiveness
- Alignment of People and management practices to culture, organisational principles, and ethos
- Any other duties as may be assigned by the Group-/HR Manager
- Demonstrate an understanding of the Skills Development legislation and its requirements.
- Ensure that all initiatives are compliant with regards to legislative requirements.
- Ensure all possible refunds are applied for on time, accurate and in the correct format.
- Ensure the submission of the company’s WSP and ATR (incl. Pivotal) to relevant SETA for few entities.
- Ensure all Workplace Skills Plan are achieved within budget.
- Ensure all required administration is completed on time, accurate and in the correct format.
- Ensure funding and project plan alignment with strategic & critical (scarce & core organisational skills) as well as acquire company approval of all Workplace Skills Plans.
- Ensure skills plans, reporting and documentation align with B-BBEE requirements and deadlines.
- Ensure client projects are implemented and reporting is timeous.
- Skills Development Funding strategies and appropriate planning and resourcing
- Application, registration for Funding from various sources and platforms
- Manage the fund claim/rebate process in accordance with stakeholder requirements.
- Skills Development Governance including governance, compliance, and fair practices.
- HR Administration inclusive of auditable electronic and physical records and information/data
- Development of relevant reports and provide feedback with relevant data.
- Collaborate and contribute to EE reporting activities in Signa Group and subsidiaries.
