**GENERAL MANAGER: SUPPLY CHAIN MANAGER - WOODMEAD - MARKET RELATED**
**12 MONTHS FIXED TERM CONTRACT**
**Strategy and Policy Development**
- Analyse the 5year company Corporate Plan to determine the strategic direction for Supply Chain Management,
- Review business requirement and company infrastructure.
- Review company financial projections.
- Review the divisional structure to determine resourcing requirements encompassing the tools systems, the staff and the finances.
- Develop effective Integrated Supply Chain Management Strategy aligning with the broader Corporate Strategy.
- Monitor its implementation over a long - term (5 - 10 years).
- Develop the Competitive Enterprise and Supplier Development Strategy that is aligned to company’s mandate and direct the implementation thereof.
- Develop the Supply Chain Policy and direct the implementation and adherence across the organisation.
- Develop BBBEE policy in alignment with ICT Charter and direct the implementation and compliance across the organisation.
- Identify effective Supply Chain strategies that will promote cost efficiency and process optimisation.
- Design and implement the procurement plan in line with company Corporate Plan.
**Stakeholder Relation**
- Formulate Strategic Alliances and collaborations with key suppliers.
- Forster collaborations with relevant partners to develop Incubation and Supplier Development Programmes
- Establish partnerships with Large Business to foster Skills development of Black Women Owned, Black Youth Owned, People with Disabilities and Black Owned Entities.
- Foster Joint Ventures’ and partnerships of large business with Exempted Micro Enterprises and Qualifying Small Enterprises.
- Engage local and international Company’s Original Equipment Manufacturers to adopt, train, accredit and certify SMME’s for local distribution and sub - contracting.
- Establish partnerships with Academic Institutions for Business Skills as part of Supplier Development.
- Encourage partnership between Large Business and SMME’s to foster Sub - contracting.
- Develop a system with a proactive and integrated relationship with stakeholders.
- Ensure good and stable relationship with customers and suppliers.
**Functional Management**
- Provide Strategic direction and leadership to all the Supply Chain Management functional areas listed and detailed below with their respective responsibilities.
**Planning and Performance Management**
- The Development of the Planning and Performance strategy.
- The Demand Management and Procurement Planning.
- The Forecasting of price trends and their impact on future activities.
- The development of processes and procedure manuals.
- The Supplier Performance Management.
- The Contracts and Database Management.
**Procurement Management**:
- The Development of the Sourcing Strategy.
- The acquisition Management.
- The Bid/Tender Issuing and Evaluation.
- The Negotiation Process.
- The Contract drafting and Awarding Process
- The Management of EXCOP and Tender Committee reports.
Logistics and Facilities Management:
- The Development of strategies for assets management, in conjunction with business objectives.
- The Management of Organisation’s facilities, including offices and warehouses countrywide.
- The Management of Inventory.
- The Management of inbound and outbound logistics.
People Management
- Provide leadership, coaching, mentoring, career management, training and development of staff.
- Establish a culture of continuous improvement in accordance with the company culture.
- Create succession plans for direct reporting staff and the rest of the department.
- Contact performance management of staff.
**Budgeting and Reporting**
- Develop budget for Supply Chain Management.
- Ensure that management of budget complies the Supply Chain process.
- Ensure that business procures according to budget.
- Provide input in the quarterly reports to Shareholder.
- Prepare a shareholder compact report.
- Provide input to the Annual report to Shareholder.
- Develop Monthly reports to EXCO.
**Compliance and Risk Management**
- Develop a system that ensures that appropriate measures are in place to prevent and / or detect any incident of fraud, collusion, or corruption in procurement practices.
- Provide support to SCM managers in ensuring compliance to SCM policies, Process, Procedures and the Legislation across the organisation and by other stakeholders.
- Ensure alignment of strategy of strategy to all relevant legislation i.e. PPPFA, PFMA and Treasury Regulations.
- Oversee the Monitoring of record keeping for audit.
- Manage the Maintenance of risks and audit register.
- Review the SCM policy in accordance with National Treasury and Broadband Infraco requirements
- Ensure that all EXCOPS and EXCO submissions comply with relevant governance. Required
**Qualifications and Experience**:
- Relevant Commercial Degree with Supply Chain. An Honours degree or MBA
