**Job Purpose**

Responsible for implementing and improving upon the procurement strategy by supervising processes that ensure correct goods & services are procured timeously in a system which is fair; equitable; transparent, competitive and cost effective, from appropriate suppliers, delivered to the correct location using correct procurement governance and to ensure optimal total cost of ownership of goods & services. Responsible to execute all activities in line with the PFMA and other legislative requirements.

**Key Performance Areas**

**Supply Chain Management Functions**
- Implement and maintain the organisations SCM System
- Examine and analyse departmental purchase requisitions and/ or purchase orders for completeness and accuracy
- Check and verify all procurement transactions and ensuring compliance with the organisations procurement policy
- Compare supplier invoices to approved purchased orders / contracts and quotations prior to presenting them for payment
- Provide advice and guidance to departments on supply chain management processes and procedures
- Establish and maintain good working relations with suppliers and other stakeholders
- Promote strong customer service orientation and delivery
- Maintain the supplier contract register/ Database and monitoring contract expiry dates and ensure appropriate contract management practices
- Review supplier performance regularly to ensure compliance with terms and conditions of contracts and service level agreements, and take appropriate action to meet the business objectives
- Review SCM processes and procedures for effectiveness and efficiencies, and propose corrective or improvement actions to ensure continuous improvement
- Identify and report SCM Risks in line with the organisations Risk Management policies and procedures
- Implement corrective actions in line with Internal Audit queries and risks highlighted

**Administration of Bid Processes and Procedures**
- Ensure that all procurement done via the Bid system is within the procurement plan and complies with applicable policies and procedures
- Assist and guide departments when preparing Bid documents, requests for proposal, quotations etc
- Review Bid/ RFQ adverts in compliance with procurement plan and SCM Framework
- Review and ensure that requests for proposals, bid documents and purchase requisitions comply with applicable prescribed standards
- Review recommendations made in adjudication stage
- Conduct reference and compliance checks on the recommended Bidder by the Bid Evaluation Committee (e.g., previous work done, restricted Bidders list, Tender defaulters, validity of Tax clearance certificate and B-BBEE certificate
- Co-ordinate Bid Committee meetings and facilitate submission of recommendations for approval to the Bid Adjudication/Award Committee
- Provide regular feedback to the Bid and Award Committees on supply chain management processes

**Maintain Procurement System and Supplier Management**
- Provide technical advice and participate in the design, development, modification, testing and implementation of a procurement system
- Contribute to the continuous development and improvement of SCM practices, procedures, and systems to reduce costs and increase efficiency
- Ensure all outstanding invoices dealt with approved for compliance and provided to Finance timeously for payment

**General Administration Services**
- Provide documents during internal and external audits
- Perform any other related task
- Handle ad hoc tasks assigned by the management of the SCM division
- Uphold organisational values and principles
- Enhance teamwork by building relationships with colleagues
- Foster an environment of co-operation, communication, and customer service
- Provide progress reports on project timeframes to CFO, SCM Manager and User departments
- Maintain a relationship with National Treasury on changes to Supply Chain Management

**People Management**
- Supervise and improve all operational systems applicable to the department in achieving the departmental and organisational objectives
- Define and communicate departmental KPAs in alignment with organisational Strategic objectives with SCM administrator
- Oversee performance management process in line with the KPAs
- Close any identified skills and competency gaps by means of appropriate learning and development interventions

**Required Qualifications and Experience**

**Qualifications**
- ** Minimum Requirement**: A Bachelors Degree in SCM/Procurement/administrative/Financial or similar
- ** Preferred Requirement**: A post graduate qualification in SCM/Procurement field

**Experience**
- Minimum of 3 - 5 years SCM and Procurement or similar experience
- Preferred Requirement: Strong understanding of and understanding of good corporate governance, SCM regulations and laws and other regulatory requirements including the PFMA
