**Job Purpose**:
HUMAN CAPITAL OFFICER
To provide a Human Capital service to the Unit.
**Key Responsibility Areas**:**
HUMAN CAPITAL OFFICER**
Performs recruitment and selection function.
Provides organisational development services.
Provides welfare and counselling services.
Perform industrial relations functions.
Liaises with the Departments Personnel Administrative staff.
Interprets and provides guidance on Conditions of Service, Pension Fund and Medical Aid rules.
Conduct Departmental induction and facilitates the development of the Workplace Skills Plan (WSP).
Represents the Manager (Human Capital) as required.
**SENIOR HUMAN CAPITAL OFFICER**
Performs a Recruitment and Selection function.
Provides organisational development services.
Provides welfare and counselling services.
Performs industrial relations functions.
Provides an HR administrative function.
Conducts departmental induction training and facilitates the development of WSP.
Responsible for related assignments and projects as determined.
Provides relief or assistance to any of the Human Capital Officer posts in the Service Unit, as and when necessary.
Represent the Manager Human Capital as required.
**Essential Requirements**:**
HUMAN CAPITAL OFFICER**
Relevant 3 year tertiary qualification.
Valid motor vehicle driving license (Code B).
2 Years relevant experience with proven competency in the following Human Capital functions or must have completed the eThekwini Municipality in-house Human Capital two years Graduate Trainee Programme
- 1. Recruitment and Selection (Staff Provisioning).
2. Training and Development.
3. Grading and Remuneration.
4. Welfare (Employee Assistance Program).
5. Industrial Relations.
**SENIOR HUMAN CAPITAL OFFICER**
Relevant 3 year tertiary qualification.
Valid motor vehicle driving license (Code B).
3 Years appropriate Human Capital experience, including but not limited to
- 1. Recruitment and Selection (Staff Provisioning),
2. Training and Development.
3.Grading and Remuneration.
4. Welfare (Employee Assistance Programme).
5. Industrial Relations.
