**Job Advert Summary**:
**Purpose of the position**:
The Monitoring and Evaluation (M&E) Technical Lead is responsible for developing the overall M&E strategy for the DREAMS programme together with the M&E and Programme Directors, ensure compliance with reporting requirements to for optimal programmatic performance

**Minimum Requirements**:

- A bachelor’s or honours degree in Public Health, Statistics, Social Sciences or Health Information Sciences, coupled with 10 years relevant experience will be considered
- Minimum of 6 years’ experience within the HIV AIDS and STI programme, data analytics and information management sector
- Good understanding of South African Department of Health system, including policies, management and health information systems and structures at National and Provincial levels
- Minimum of 3 years operational experience in District Health Information System (DHIS) and TIER.net Funder reporting experience (DATIM) is essential
- MS Office (Excel, Word, PowerPoint)
- Data analytics (SPSS, STATA, ETR, Python)
- Preferable: Experience working on the PEPFAR DREAMS programme, including interventions such as pre-exposure prophylaxis (PrEP), structural programmes and gender-based violence programmes
- Driver’s license

**Duties and Responsibilities**:

- M&E System and Process Development
- Data Quality Assessments / Audits
- Leadership, Human Resources Management and Capacity Building
- Data Access and Usage
- Health Information Strengthening
- Analysis and Evaluation
- Reporting across all funders
- Development of high quality presentations
- Development of abstracts and research articles
- Providing high level data analytic support for programme improvement
- Willing and able to Travel for up to 1 week per month (25-30%) within province and nationally
