Job grade: C3
**Job Purpose**
Responsible for providing technical and managerial expertise pertaining to the maintenance of industrial buildings. Ensures operational budget management, mechanical or electrical engineering services and management of service providers on site. Ensures reliable and safe continuous operation in accordance with statutory requirements and regulations in the building/equipment under his/her control. Ensure optimum utility performance of the building.

**Working Conditions**
- Ability to work after hours and on weekends when required.
- Must have a hands-on approach towards mechanical, civil, electrical, plumbing, HVAC installations and fire regulations.
- The incumbent will be expected to be on standby to physically attend to any emergencies as and when required.
**Reporting Manager**
The Building Manager reports to the Facilities Manager.
**Direct Subordinates**
The position currently has the following direct reports:

**Duties and responsibilities**
A. Budget Management
- To prepare, manage and load the technical budget (Capex and R&M) including forecasts and budget variance reports.
- To prepare required technical and financial reports and provide feedback to management.
- To assist Line Manager with the preparation and updating of monthly projections in line with budget provisions.
B. Asset Maintenance and Management
- To set and implement planned / preventative / emergency maintenance in conjunction with the Team and Facility Managers, as well as disaster and emergency planning.
- To ensure that OEM servicing and maintenance work is carried out according to scheduled intervals.
- To manage both “hard” and “soft” services, monitoring the quality of services and deliverables including monthly KPI management of such services provided by suppliers, ensuring they are within budget by negotiating the most advantageous pricing structure.
- To ensure that life cycle planning and preventative maintenance plans over a 3-5-year period are set and implemented for each property under management.
- To ensure effective asset control by setting and managing the asset register.
- Oversee and control all maintenance/stock control inventory / spares and tools.
- To devise and implement energy saving, (‘green’ principles), environmental and sustainability programs/initiatives.
- Effective municipal and utility management to ensure optimum utilities recovery ratios.
- Monthly management of utility reports, including billings and associated meetings with utility consultants, as well as implementation to resolve issues.
- Manage and scrutinise monthly and weekly solar performance platforms and reports (if applicable).

- Manage borehole installations to ensure optimal performance and the reporting thereof.
- Identify security threats and develop action plans for the prevention of incidents.
- Establish, manage and maintain security systems.
- Establish and maintain security information network.
- Liaise with SAPS and other local authorities.
- Establish and practice regular emergency and evacuation plans.
- Ensure all buildings, grounds and equipment are maintained and in optimal working condition.
- Stay abreast of changing technical market trends.
C. Health and Safety, Statutory Compliance and Risk Management
- To ensure that compliance is maintained with building and statutory regulations, as per the Health and Safety Act, SANS and ASIB requirements.
- To ensure that statutory servicing and maintenance work is carried out according to scheduled intervals.
- Ensure all internal risk management and reporting systems are regularly updated.
- To register and monitor insurance claims and processes to finality.
- To ensure any breach of health and safety/compliance matters are immediately reported to Line Manager and all necessary steps are taken to resolve same.
D. Procurement
- To contribute to the specifications to SLAs for approved service providers in conjunction with the Procurement team, including company procurement strategy.
- Ensure all contractors appointed are in line with Procurement policies.
- Ensure issuing of purchase orders and payment of contractors is in line with procurement policies.
E. Administration and Process Management
- Assist in developing policies and procedures for building operations (i.e. building-specific security/cleaning/landscaping operating procedures).
- Ensure all administrative functions required of the role are timeously and effectively carried out.
- Ensure timeous communication and feedback to both internal and external stakeholders (i.e. team, management, service providers and tenants).
