The African Union Development Agency invites applicants who are citizens of African Union Member States for the post of **Procurement Officer, Creating Opportunities for Women and Youth in Africa (COYWA) Programme.**

Under the supervision of the Senior Procurement Officer - Projects, the Procurement Officer will oversee the procurement and grants aspects of the Creating Opportunities for Youth and Women in Africa Programme (COYWA) Project, ensuring compliance with relevant policies and regulations. Their primary responsibility will be to ensure that procurement and grants practices align with compliance standards and are efficient and transparent to support the implementation of COYWA.

**Required Skills and Competencies**
- Knowledge of preferential procurement policies, procedures, and best practices, focusing on gender-responsive procurement.
- Familiarity with international procurement regulations and guidelines.
- Experience managing procurement processes for goods, works, and services related to gender and women empowerment.
- Strong negotiation and vendor management skills, ensuring the inclusion of women-owned businesses and gender-responsive criteria.
- Excellent organisational and coordination skills.
- Ability to work effectively in a team and meet deadlines.
- Experience in procurement, demonstrated technical knowledge and analytical skills in supply chain management.
- Knowledge of international standards, guidelines, and procedures for procuring works, consultancy services, goods, and services.
- Proven expertise & experience in SAP ERP or other similar ERP systems and Microsoft Office.
- Excellent oral, writing and editing skills, with extensive experience in report writing.
- High level of accuracy, attention to detail and thoroughness.
- Ability to work under mínimal supervision, be proactive, initiative and with sound judgment.
- High level of integrity and accountability, approaches to work coupled with enthusiasm, commitment and energy.

**Education and Experience**:
A Master’s degree in Procurement and Supply Chain Management, Business Administration, Commerce, Logistics, Civil Engineering, Law or any other relevant field. A minimum of two (2) years’ work experience in public procurement, supply chain management, warehousing, grants management, grants and subcontracting, preferably in programmes and projects within public and non-government institutions, international organisations or similar organisations nationally and regionally.
- A CIPS Diploma is mandatory with a minimum of an Associate certification/membership.

Or

A Bachelor’s degree in Procurement and Supply Chain Management, Business Administration, Commerce, Logistics, Civil Engineering, Law, or a related field. A minimum of four (4) years’ work experience in public procurement, supply chain management, warehousing, grants management, grants and subcontracting, preferably in programmes and projects within public and non-government institutions, international organisations or similar organisations nationally and regionally.
- A CIPS Diploma is mandatory with a minimum of an Associate certification/membership.

**Remuneration**:Indicative basic salary of US$35,044.83 per annum plus other entitlements e.g., Post Adjustment (57% of basic salary), Housing allowance ($21,832.88 per annum), gratuity (15% of gross salary) in conformity with the rules and procedures applicable to internationally recruited staff of the African Union.
