**Requirements**:

- Bachelor’s Degree (NQF7) in Supply Chain Management / Purchasing / Logistics / Public Administration / Management / Accounting / Commerce or related NQF Level 7 qualification in the above mentioned fields
- Completed audit articles with experience in public sector audit **would be an advantage.**:

- Have a minimum of 4 year’s experience of which 2 years must be at a supervisory level
- Must have 2 years of functional or audit review experience in Tender Administration (Acquisition Management) and contract management services
- Relevant Public Sector experience including:

- Implement procedures of Supply Chain Management to ensure compliance
- Management of the administration and control of bid committees
- Management and overseeing contract management activities
- Handle and respond to communications of audit findings
- Ensure compliance to applicable policies, laws and regulations to obtain a clean audit report
- Must know SCM procedures and policies, Public Financial Management Act (PFMA), National Treasury Rules and Regulations (TR), Preferential Procurement Policy Framework Act and Regulations (2017 & 2023) (PPPF), Public Service Act, and King IV Code, Local Content Requirements, Construction Industry Development Board Requirements (CIDB), General Conditions of Contract (GCC), Special Conditions of Contract Principals (SCC)
- Working knowledge on Oracle/SAP/any ERP System will be an added advantage

**_Must not be lazy. Must be a highly focused and disciplined individual who respects deadlines and work commitments._**

**Duties will include**:

- **Development and implementation of policies and development and implementation of Procedure Plan**:

- Develop templates for the quotation process, monitoring the performance of suppliers, and the competitive bidding process
- Develop MLRF’s procurement plan for items above R1 million and items less than R1 million
- Send the approved procurement plan to National Treasury before the stipulated deadlines
- **The competitive bidding procurement process**:

- Manage and oversee logistics of all the bid committee meetings
- Manage and oversee the preparation of the bid committee meeting documents
- Attend bid specifications and evaluation committee meeting as a technical advisor
- Ensure compliance to all the applicable procedures and requirements from the initiation of the bid to the award of the bid
- Maintain tender register
- **Contract Management**:

- Manage and oversee contract management activities
- Manage and oversee contract register
- Manage and oversee supplier performances
- **Database Management and supplier performance management**:

- Management of Supplier database unit
- Develop strategies to expand suppliers and improve the supplier database
- Revise strategies to improve supplier performance evaluation methods
- **People Management and Supervision**:

- Allocate work to junior staff personnel in the bids administration unit, supplier database unit, and contract administration untit
- Review and approve work allocated to junior staff personnel
- Identify training needs of junior staff members for capacity development purposes
- Coordinate training and short courses required by junior staff
- **Reporting and other extended duties**:

- Report to Department of Trade and Industry on the local content procurement
- Report to National Treasure on unauthorised, fruitless and wasteful and irregular expenditure
- Ensure price negotiation meeting is held where necessary.
