**JOB PURPOSE**

The main purpose of the role is to work together with both the L&D Regional Focal person and the HR Manager in the development, implementation, maintenance and monitoring of the L&D work in the MSF SA Section. This is to be done in accordance too the Section’s HR Strategy and policies with the aim to create and support a continual high level of staff capability and performance to meet the Section’s goals. The role is to provide active support to all staff regarding on the use of L&D tools and the implementation of work-related L&D activities in the Section.

This includes planning & supports all L&D activities connected to the employee development cycle; relevant aspects of the recruitment and onboarding process; individual and team development & training plans, performance evaluations; statutory requirements related to L&D as well as communication about and upkeep of L&D tools and opportunities. Follows-up to support staff in transfer of learning to performance after L&D processes and learning events.

**KEY TASKS & RESPONSIBILITIES**:
**General L&D**
- Contributes accurate information to the monthly HR reports and the separate L&D reports.
- Following the development life cycle of the employee support, advice and when required implement relevant processes related to L&D activities.
- Organize the HR Domestic onboarding briefing for all new staff, sharing the HR package and ensuring that all HR documents required from the new staff member have been correctly filled, returned and handed over to the HR Compensation Officer.
- Ensure that a profile for the new employee has been created on HR Bamboo and accessible to the new employee.
- Provide guidance to Line Manger’s and follow-up that the Section’s probation procedures is being implemented.
- Provide information and support to both staff and line Managers on evaluations and objectives setting processes. Communicate timeously deadlines in advance of different evaluation periods.
- Arrange training for Line Manager and staff accordingly on evaluations and objective settings when needed.
- Facilitate the exit interviews of staff members from Level 7 and below; advise and remind the HR Manager to facilitate exit interviews for higher levels when they occur.

**Learning and Development**:

- Support in performing learning needs assessments and determining appropriate content for target groups for trainings.
- Organize and coordinate the logistics and administrative activities of all training and development activities for staff and provide training and development information to staff as per approved courses.
- Assist internal or external Facilitators/Trainers in the smooth running of actual training courses in the Section and may deliver training course himself/herself when required.
- Ensure accurate record-keeping of all training activities within the Section and follow-up that trainings are done by staff member.
- Create and continuously update a training plan for the Section.
- Gather information on the learning activities (with pre-post-test evaluations, feedback from participants), and report problems, success and constraints.
- the procedure is being properly followed.
- Researching external training providers/ courses and compiling a database.
- For the Section collate quantitative data and fill in the forms for regular and annual reports required for statutory Employment Equity (EE) and Workplace Skills Development (SD) Plans for Submission under the supervision of the HR Manager.

**Internship Program**:

- Working with the HR Manager liaise with Heads of Department the number and type of interns required per cycle.
- Pro-actively engage with the Health and Welfare SETA on internship funding opportunities, including drafting of proposals.
- Develop and implement an orientation program and evaluation sessions with the guidance of the Regional L&D focal person.
- In collaboration with the Regional L&D focal person Arrange/Facilitate sessions on soft skills such as communication, time management and problem-solving to maximize on-the-job experiences.
- Gather relevant data for assessment of the Internship to recommend improvements.
