All About this Project at GIZ:

The
Transparency, Integrity and Accountability Programme (TIP) supports state and non-state actors to contribute towards the implementation of the National Anti-corruption Strategy (NACS) in a whole-of-government and societal manner.

The TIP provides capacity development for anti-corruption actors in the state, civil society and the business sector.

The project supports:

  • Active citizenry where citizens can contribute actively to activities and initiatives in favour transparency, integrity and accountability (output 1);
  • The strengthening of institutional capacity of collaborative mechanisms, particularly the National Anticorruption Advisory Council to coordinate the implementation of the NACS (output 2); and
  • Multistakeholder partnerships to improve transparency, integrity and accountability (output 3).


In addition to the whole-of-government and societal approach of the TIP, the programme actively pursues a human rights-based orientation including gender equality.

The strategic reference points for the TIP are the NACS, Agenda 2030, the Medium-term Strategic Framework , Germany's approaches to governance, democracy and anti-corruption as well as Agenda 2063 (African Union) and Sustainable Development Goals 16.5 and 16.6.

The lead executing agency for the TIP is the Department of Planning, Monitoring and Evaluation.

The TIP is implemented by the
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the
German Federal Ministry for Economic Cooperation and Development (BMZ).

The TIP is co-financed by the Swiss
State Secretariat for Economic Affairs (SECO) with a particular focus on open public procurement.

The programme is part of the newly established _Peaceful and Inclusive Societies _cluster of BMZ and the action field _Good Governance_.


To be eligible for this role, you should possess the following qualifications:

  • A post-graduate university degree in Social Sciences, Political Sciences, Law, or a related field
  • Having a professional qualification in Public Procurement/Supply Chain Management would be highly beneficial

Required Professional Experience:

  • Knowledge of public procurement policy and regulatory requirements.
  • Proficiency in open data standards.
  • Experience working in a public procurement environment.
  • Familiarity with beneficial ownership transparency standards and international practices.
  • Experience collaborating with civil society organizations and government bodies.
  • Sound knowledge of multisectoral and multipartnership approaches for cooperation between state and nonstate actors.
  • Understanding of South African anticorruption policies and systems.
  • Ability to work both independently and as part of a team in a structured and methodical manner.
  • Excellent writing and communication skills, with fluency in English.

What you will be doing:

  • Implementation of assigned work packages related to open public procurement, in consultation with the Senior Technical Advisor.
  • Guiding the setup of open procurement systems in selected organs of state by offering practical recommendations.
  • Assisting organs of state in making procurement data available in a format that ensures transparency, integrity, and accountability.
  • Strengthening the capacity of various stakeholders, including organs of state, civil society, faithbased organizations, academia, media, and businesses, in understanding and utilizing procurement data for accountability purposes.
  • Advising on monitoring mechanisms and approaches for open public procurement.
  • Assisting in the development and implementation of innovative engagement, empowerment, communication, and education programs to promote open public procurement.
  • Carrying out all responsibilities in accordance with GIZ's corporate principles and the TIP's modes of working.
  • Technical Assistance:_
  • Contribute to the development of an operational plan for Outputs 1, 2, and 3 related to open public procurement, in collaboration with partners and the TIP team.
  • Provide technical advice to partners and team members on effective methods and approaches for implementing open public procurement.
  • Generate ideas for userfriendly content in educational programs focused on open public procurement.
