The Technical Support Services (TSS) Activity helps USAID/Southern Africa and Regional Health Office (RHO) to address technical priorities and develop creative, innovative solutions to strategically allocate resources, strengthen connections with partners, and replicate best practices and effective program models.

Through the TSS contract, Panagora Group augments capacity by providing technical, operational, and administrative support to USAID's largest health portfolio.

TSS deploys advisors in response to USAID requests for priority work with government stakeholders, implementing partners, and/or other entities. TSS supports Health Office staff and teams to integrate creative solutions into routine work.

TSS also provides international and local expertise for surge support, as needed, for USAID Program Cycle requirements, planning, development, outreach, communications, and Health Office human resource functions.


The assignment will focus primarily on time-bound tasks related to the procurement administration of over 30 implementing mechanisms and supporting the design and procurement of new activities.

Tasks may include drafting various USAID-required procurement documents (memorandums related to selection of implementation instrument, cost share requirements, determination to restrict eligibility or competition, environmental and climate risk related concerns, gender analyses, activity design planning and activity approvals, and budget and budget narratives).

Further, other tasks may include supporting the overall tracking of various procurement actions in process (and maintaining a comprehensive tracking tool), forecasting forward new procurement activities, coordinating procurement actions with routine incremental funding actions, attending meetings related to a specific procurement action or the administrative management of BHO procurement planning.

Responsibilities:

The Procurement Support:
Technical Expert will support one or more of the following tasks, core activities, and deliverables as listed below and as assigned by their POC based on TSS quarterly work plans with USAID:

  • Provide operational support to USAID Bilateral Health Office staff to ensure quality and timeliness of completing HO procurement-related actions.
  • As directed by the Operations Team Lead, liaise with Regional Office of Acquisitions and Assistance (ROAA) staff to maximize efficiencies and ensure timeliness of completing tasks related to each procurement action in process, ensure priorities are aligned, and triage issues that are impeding procurement actions.
  • Support AORs/CORs in the completion of required drafting of procurement documentation related to their respective procurement action.
  • Identify areas to be improved of current AOR/COR management of new or existing mechanisms and develop quality control measures and userfriendly systems to support AORs/CORs in their management and oversight of their respective actions.
  • Management of a comprehensive procurement tracking tool enabling "real time" access to the status of each procurement action in process.
  • Support the Operations Team Lead in ensuring "big picture" biweekly updates are provided to senior leadership, to include areas of risk and concern as well as areas for improved efficiencies.
  • Other tasks as assigned.

Requirements:

  • Master's Degree
in public health, health policy, behavioral, social science, or a related field is required.

  • A minimum of three to five years of experience related to direct management of USAID health programs, including PEPFAR, Tuberculosis, and Global Health Securityfunded programming.
  • Working knowledge of USAID's programming cycle and procurement processes
  • Excellent verbal and written English language skills.
  • Proven capacity to work independently, take initiative and have a willingness to learn new skills as needed.
  • Strong work ethic as it relates to USAID procurement regulations and "sensitive but unclassified" processes.
  • Strong relationship building and maintaining skills.
