Senior Transport Infrastructure Specialist

**Synopsis**
Infrastructure South Africa (ISA) has the mandate to act as an Aggregator: Single Window of Entry & Custodian of the Country’s Infrastructure Project Pipeline. These compromises of national, provincial, municipal, public and or private sector role players.
**Job Description** JOB PURPOSE**:
A position exists within the Infrastructure Project Pipeline Delivery and Management department for a Senior Transport Infrastructure Specialist at Infrastructure South Africa (ISA).

The Senior Transport Infrastructure Specialist provides specialist strategic support and technical expertise to produce reliable and robust transport infrastructure investment projects. It includes identifying and unlocking impediments for strategic integrated transport projects to reach financial close and start construction. You will collaborate with stakeholders across the private and public sectors, managing and reporting on risks and timeframes.
**Qualification and Experience** QUALIFICATIONS**:

- Honours Degree in Engineering or Economics degree, or equivalent (related to the transport sector).
- Registration/Membership with the relevant bodies, recognized in South Africa will be an added advantage.

**EXPERIENCE AND KNOWLEDGE**:

- 5 - 8 years industry/sector(s) specific experience in senior role/position in the transport sector.
- Knowledge and experience in analysing all technical and marketing aspects of a deal/project - due diligence.
- Knowledge and experience on working in a project management environment.
- Knowledge and understanding of monitoring and evaluating transport infrastructure projects.
- Knowledge and understanding of monitoring major transport infrastructure projects in implementation.
- Knowledge and understanding of legislation, which includes (but not limited to) the Infrastructure Development Act, the Public Finance Management Act, Municipal Finance Management Act, Intergovernmental Relations Act.

**Roles and Responsibilities** MAIN RESPONSIBILITIES**:

- Coordinating all transport Strategic Integrated Projects that are gazetted as Strategic Integrated Projects (SIPs) and/ or new projects identified in the Transport sector within the ISA’s mandate.
- Engaging with national departments, state-owned entities, provinces, municipalities, external forums, and the private sector to collect information on Transport projects and conduct special investigations/reports, with specific recommendations to improve all aspects of transport infrastructure, including the coordination of transport committees as relevant to the mandate of ISA.
- Providing information, analysing and synthesizing towards the development of strategies for the transport sector, in consultation with relevant government departments and State-owned Companies
- Identify potential permitting risks and challenges early in the project development process work to mitigate them and escalate to relevant officials when required.
- Conducting economic and sector studies, such as the identification and analysis of transport sector development trends and economic analysis for regional and local sector-specific studies.
- Reviewing SIP reports, with a special emphasis on transport projects across all the SIPs.
- Managing investigative assignments linked to the National Infrastructure Plan, SA’s Infrastructure Investment Plan, and the Economic Recovery and Reconstruction Plan, as directed, on transport related projects.
- Unblocking issues causing implementation delays
- Developing pragmatic system engineering and project management processes and techniques to deploy infrastructure projects successfully.
- Promoting sound life-cycle Infrastructure Asset Management practices by all organs of State.
- Conducting detailed reviews of feasibility studies and provide expert analysis of project costs, schedules, quality and processes, taking projects through the lifecycle stages to bankability.
- Draft as a sector specialist and support the development of new transport business cases presented to Infrastructure South Africa and present these new projects to internal Committees for approval.
