Energy Infrastructure Specialist

**Synopsis**
Infrastructure South Africa (ISA) has the mandate to act as an Aggregator: Single Window of Entry & Custodian of the Country’s Infrastructure Project Pipeline. These compromises of national, provincial, municipal, public and or private sector role players.

**Job Description** JOB PURPOSE**:
The Energy Infrastructure Specialist will provide specialist strategic support and technical expertise to produce reliable and robust energy infrastructure investment projects.

**Qualification and Experience** QUALIFICATIONS**:

- NQF Level 8 qualification in Engineering, Chemistry or Economics degree, or equivalent (related to the Energy sector).
- Registered professionally with the relevant bodies, recognized in South Africa will be an added advantage.
- Project Management Professional qualification (PMP) will be highly beneficial.

**EXPERIENCE AND KNOWLEDGE**:

- 8-10 years industry/sector(s) specific experience in senior management role/position in the energy sector.
- Experience analyzing all technical and marketing aspects of a deal/project - due diligence experience.
- Experience working in a project management environment.
- Experience monitoring and evaluating infrastructure projects.
- Experience monitoring major infrastructure projects in implementation would be a distinct advantage.
- Knowledge of relevant legislation, such as the Renewable Energy Independent Power Producer Procurement (REIPPP) program
- Technical understanding on Green Hydrogen fundamental knowledge of finance will be an added advantage.
- Familiarity with the applicable legislation, which includes (but not limited to) the Infrastructure Development Act, the Public Finance Management Act, Municipal Finance Management Act, Intergovernmental Relations Act.

**Roles and Responsibilities** MAIN RESPONSIBILITIES**:

- Contribute to the development of energy infrastructure projects to increase the rate and quality of investment in the country, through managing and coordinating the ISA Energy Portfolio
- Coordinate all energy Strategic Integrated Projects that are gazetted as such, including having a broad understanding of the Green Hydrogen Market
- Engagements with national departments, state-owned entities, provinces, municipalities, external forums and private sector to collect information on energy projects and conduct special investigations/reports, with specific recommendations to improve all aspects of energy.
- Provide information, analyses and synthesis towards the development of strategies for the energy sector, in consultation with relevant government agencies, e.g. the Integrated Resource Plan (IRP).
- Conduct economic and sector studies, such as the identification and analysis of energy sector development trends and economic analysis for regional and local sector specific studies.
- Prepare and Review SIP reports, with a special emphasis on energy projects across all the SIPs.
- Manage investigative assignments linked to the National Infrastructure Plan, SA’s Infrastructure Investment Plan and the Economic Recovery and Reconstruction Plan, as directed, on energy related projects.
- Unblock issues causing implementation delays.
- Development of pragmatic systems engineering and project management processes and techniques to deploy infrastructure projects successfully.
- Promote sound life-cycle Infrastructure Asset Management practices by all organs of State.
- Conduct detailed reviews of feasibility studies and provide expert analysis of project costs, schedules, quality, and processes, taking projects through the lifecycle stages to bankability.
- Manage and promote and support developers with existing and new Green Hydrogen projects launched.
- Seek new partnership & investment opportunities for Green Hydrogen portfolio Gazetted in December 2022.
