Programme Lead: Infrastructure Project Pipeline

**Job Description** JOB PURPOSE**:
The availability of a comprehensive and robust project pipeline ready for investment is central to unlocking infrastructure investments. The objective of this role is to coordinate and support an expert pool of sector specialists in originating, screening, assessing, and packaging a comprehensive infrastructure pipeline ready for investment. This will be done though the institutionalisation of appropriate structures and processes which will deliver a balanced portfolio aligned to the mandate and objectives of Infrastructure South Africa.

The incumbent will be expected to manage and conduct quality project screening using internationally benchmarked business case development process to progress infrastructure projects to financial close and implementation.

This position exists within the Infrastructure Pipeline Development and Management Unit in Infrastructure Pipeline Development at Infrastructure South Africa under the PICC (Presidential Infrastructure Coordinating Commission) Offices in Sandton and Pretoria.

**Qualification and Experience** QUALIFICATIONS**:

- Honours degree in Engineering, Architecture, Quantity Surveying, Economics, Business Management or Finance,

or a similar commercial/industrial academic qualification at a minimum of Honours level. A Master’s Degree will be an added advantage.
**EXPERIENCE**:

- 5-8 years’ experience at a project management, financing and leadership level,
- Knowledge and understanding of Government policies, the built environment industry; blended finance structure, project/ corporate finance structure, applicable legislation, including the Public Finance Management Act, Treasury Instructions,
- Knowledge and understanding of provincial and local government; Infrastructure Development Act, amongst others.

**Roles and Responsibilities** MAIN RESPONSIBILITIES**:

- Managing the production of a comprehensive infrastructure project pipeline to increase the rate and quality of infrastructure investment.
- Coordinating project preparation activities, where applicable, to ensure all infrastructure projects can be funded and financed.
- Guiding and coordinating the technical work of the Sector Specialists.
- Identifying, implementing and expediting measures to prevent programme delays by actively engaging and managing project managers
- Providing business plans with a view of all projects underway with reference to time across the programme.
- Providing inputs during the Early and Intermediate Business Case stages for projects in the programme & Manage the output of the various Technical/ Sector Working Groups.
- Implementing a project management discipline to ensure repeatable and consistent delivery of projects by project managers.
- Stakeholder engagements and linkages with private sector, local and international financing bodies as well as local and international Development Financing Institutions.
