Senior Infrastructure Specialist

**Synopsis**
The ISA SIP Programme Delivery Office (SPDO) is to ensure that Infrastructure South Africa (ISA) provides requisite Technical Support to Project Sponsors and Implementing Agents (IAs) on the priority infrastructure programmes (Rural Bridges, Refurbishment Operate and Transfer of Public Buildings and Infrastructure Portfolios of National and Provincial Departments).

The Senior Infrastructure Specialist will be involved in all aspects of investment and asset management for infrastructure and work with a team of build environment specialists to provide support to both National and Provincial Departments. The reporting will be to the Programme Manager in the SIP Programme Delivery Office.

**Qualification and Experience** QUALIFICATIONS**:

- Post graduate qualifications in Commerce and or Finance

**EXPERIENCE AND KNOWLEDGE**:

- Minimum 15 years of relevant work experience in similar/ related work and focused on project origination, development, evaluation and management and/or financing
- Previous experience in a similar role will be an added advantage
- Experience in foresight for development
- Relevant experience to include wide network of stakeholder engagement
- Experience in structuring comprehensive solutions across financial products using debt, guarantees, private equity and funds and/or capital market instruments.
- Strong abilities to develop, structure and implement Monitoring and Evaluation Tools
- Strong financial, analytical and modeling skills.
- Strong leadership, interpersonal and organizational abilities, as well as excellent written and oral communication skills.
- Excellent negotiation skills required with ability to interact with multiple internal/external stakeholders and at different levels

**Roles and Responsibilities** MAIN RESPONSIBILITIES**:

- Provide technical and advisory support to infrastructure portfolio being implemented by National, Provincial and Local Spheres.
- Support the institutionalisation of full life cycle management practices regarding infrastructure development.
- Conduct diagnostic route course analysis as well as gap analysis of infrastructure portfolio management with departments
- Work with the built environment specialist to trouble shoot and unblock stagnant or delayed projects
- Support the institutionalisation of digital systems to improve the management, monitoring and evaluation of infrastructure portfolios
- Support the institutionalisation of digital transformation
- Support the registration of ISA projects
- Develop Business Cases for Infrastructure projects
- Develop scenarios for foresight of infrastructure development
- Identify, assess and structure investment opportunities and assist in maintaining a strong project pipeline for relevant sectors by interacting with sponsors, governments and financial institutions
- Work as a team player, including supporting senior team members and management in achieving their targets and objectives.
