Job Summary

The Director of Finance and Administration will lead the finance and administration teams across the entire Jhpiego South Africa country program, including sub-offices. This includes training, supervising, mentoring, and coaching staff, as well as developing their capacities and potential.

Key Responsibilities
  • Lead the finance and administration teams, ensuring effective and productive working environments.
  • Develop and implement financial policies and procedures, ensuring compliance with government, donor, and Jhpiego regulations.
  • Manage financial transactions, ensuring accuracy and compliance with regulations.
  • Lead by example, ensuring cost-effectiveness and cost efficiencies in operations.
  • Oversee the preparation for external and internal audits and finance reviews.
  • Play a proactive role as a member of the Senior Management Team (SMT), supporting the Country Director and other SMT members in advancing the priorities of the strategic plan.
  • Ensure all projects are compliant with award terms and conditions, conducting regular compliance checks.
  • Have a sound understanding of sponsored funds, general funds, service center, and F&A rates, ensuring understanding amongst colleagues.
  • Resolve complex contractual issues, minimizing risk to Jhpiego.
  • Analyze financial and administrative implications of contractual requirements, proposing solutions to the Country Director.
  • Support the development of internal procedures and processes to effectively monitor, execute, and close grants.
  • Ensure the financial integrity of data in QuickBooks, reviewing financial transactions for allowability and allocability.
  • Ensure compliance with Government of South Africa legal and statutory requirements, including registration, VAT/Tax reporting, filing tax returns, business licenses, payroll, and other taxes.
  • Develop and implement internal control systems, conducting risk assessments.
  • Support the tracking of cost-share expenses, performing financial forecasting and trend analysis.
  • Ensure reporting requirements as per JHU, Jhpiego, donor, and government standards.
  • Ensure all procurement procedures and processes adhere to donor requirements.
  • Conduct the final review of end-of-month/end-of-year financial reports, payroll, and other submissions.
  • Oversee lease agreements and other contracted vendor agreements.
  • Ensure assets and inventories are well maintained, with annual physical verifications.
  • Manage the IT team, ensuring adequate IT support and resources.
  • Support the Security Focal person in upholding country program security policies.
  • Support the finance and project teams in developing annual project budgets, ensuring proper budgeting standards.
  • Ensure all program budgets are tracked according to funding ceilings, with monthly reporting to program teams.
Requirements
  • Masters and/or ACCA or equivalent.
  • Minimum ten years experience in professional accounting, financial management, budgeting, or auditing, preferably within an international NGO.
  • Expert knowledge of professional management principles, laws, regulations, and procedures governing US agency and host government rules and regulations, financial management, and contractual and procurement regulations.
  • Expert working knowledge of budget and fiscal procedures.
  • Demonstrated computer literacy, including proficiency with Excel, Word, Outlook, off-the-shelf accounting software, and preferably QuickBooks.
  • Excellent communicator with highly developed interpersonal skills and the ability to work in a multi-disciplinary team.
  • English fluency (speaking/reading/writing).
  • Ability to establish and maintain effective working relationships with government offices, NGOs, US government agencies, and donors.
  • Excellent decision-making skills and a results-oriented approach and problem-solving skills.
  • Demonstrated skills in facilitation, team building, and coordination, with the ability to get the most out of a team.
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform, and able to work proactively and independently, organize and manage their own work, and support others to do the same.
