About the Role

Job Summary: We are seeking a highly skilled and experienced Director to lead our Integrated Development Planning Directorate. The successful candidate will be responsible for providing strategic planning support and monitoring systems to municipalities in the province.


Key Responsibilities
  1. Liaise with National and Provincial Government: Collaborate with national government, provincial departments, municipalities, and related institutions to coordinate integrated development planning, monitoring, and support to municipalities.
  2. Develop and Maintain the Integrated Development Planning Support Programme: Design and implement a comprehensive support programme to enhance municipal planning capabilities.
  3. Capacity Building and Training: Provide training and capacity-building initiatives for municipal staff to enhance their skills and knowledge in integrated development planning.
  4. Assistance in Improving National and Provincial Planning Integration: Assist in integrating national and provincial planning with municipal integrated development plans and provide sector planning support actions by national and provincial departments.
  5. Develop and Maintain an Effective Integrated Development Planning Monitoring System: Design and implement a robust monitoring system to track the implementation of municipal integrated development plans.
  6. Assessment of Municipal Integrated Development Plans: Evaluate the quality of municipal integrated development plans and provide recommendations for improvement.
  7. Monitoring Annual Integrated Development Plans Implementation: Track the implementation of annual integrated development plans and ensure compliance with IDP prescripts.
  8. Provision of Strategic Management, Human Resources Management, and Financial Management: Provide strategic management, human resources management, and financial management for the Directorate.

Requirements
  1. Qualifications: An appropriate 3-year B-degree/Advanced Diploma (NQF 7) or higher qualification as recognized by SAQA in Town Planning/Development Planning/Development Studies/Public Management or related field.
  2. Experience: A minimum of 6 years relevant middle-management experience in a local government planning or integrated development planning or relevant working environment.
  3. Training Programme: Successful completion of the Senior Management Pre-entry Programme for entry into the SMS upon appointment.

Additional Requirements
  1. Registration: Registration with the South African Council for Planners as a professional planner.
  2. Driving Licence: A valid code B driving licence.

Knowledge and Skills
  1. Applicable Policies and Legislation: Knowledge of applicable policies, legislation, guidelines, standards, procedures, and best practices in reference to local government.
  2. Constitutional and Institutional Circumstances: Understanding of constitutional, institutional, and development circumstances of municipalities in the Western Cape.
  3. IDP Policy and Legislation: Familiarity with IDP policy, legislation, and guidelines.
  4. Municipal Integrated Development Planning: Knowledge of municipal integrated development planning, people-centered development, community-based partnership processes.
  5. Strategic Management Processes: Understanding of strategic management processes, including strategic planning and performance management within government, including inter-sphere and cross-sector planning.
