Tactical Buying Lead

The main purpose of this position is to provide first-line supervision of the tactical buying function, ensuring the validity, timeliness and accuracy of transactions.
Detailed Description
Plan work for self and others in the team, using discretion in defining and prioritising the work for the team.
- Ensure adherence to controls and that work is performed within established practices, given processes, rules and regulations, ensuring compliance with the standards, policies and other guidelines.
- Supervise the buying activities in accordance with the procurement policy as well as general administrative processes to ensure the validity, timeliness, accuracy and completeness of the activity.
- Review and authorise request for tenders/proposals/quotations/information (RFXs), recommendations for supplier award and purchase orders within the delegation of authority.
- Manage cycle times for all buying-related activities to ensure process efficiency.
- Collate and analyse spend data for the tactical buying section in order to provide recommendations for category management, process improvement and reporting for management purposes.
- Manage relationships and lead and participate in internal and external stakeholder engagements.
- Diagnose problems and display the ability to provide solutions for problems within a defined context.
- Actively participate in processes that aim to continuously improve systems, processes and procedure within the department.
- Manage the performance and development of team members and provide ongoing on-the-job training and long-term career management support.
- Implement tactical category strategy based on spend and demand analysis.
- Collaborate with other procurement sections to ensure operational alignment, continuously review the Loan Scheme processes throughout the scheme’s life cycle and drive the end-to-end implementation of any agreed changes.
Job Requirements
a minimum of a Bachelor’s degree (NQF 7) in Commerce or Supply Chain Management, or an equivalent qualification; and
- a minimum of five to eight years’ experience of which two to three years should have been in a supervisory capacity.
