**Core Description**:
Responsible for developing and implementing a Group wide learning strategy, framework and policy to build an effective learning culture across the business for current and future needs of the business. Responsible for identifying development gaps and sourcing or designing solutions to enable effective competency development to support leadership development strategies and solutions that are aligned with the broader Talent Management strategy of the organisation. Responsible for managing the overall skills development plan, L&D reporting and the learning management system. Serve as the day-to-day Learning & Development point of contact for the Corporate Centre.

**Responsibilities**:

- Design and manage the Group wide learning strategy, framework and policy to build an effective learning culture across the business
- Design initiatives to drive the strategy and framework including an assessment framework to measure the effectiveness of interventions
- Define learning segments within the Group, outlining the learning narrative, journey and value proposition for each
- Manage Group-wide learning programmes
- Manage the full-time and part-time bursary policy and processes
- Liaise with BU's to define prioritized Leadership Learning & Development objectives complete with action plans, resourcing models and milestones of success for Executive level leadership across the Telkom Group and in line with the Talent Management framework
- Manage training and development for the Corporate Centre
- Define, develop and track measures, benchmarks, or scorecards to monitor the effectiveness of learning and development initiatives for Group wide learning initiatives and within the Corporate Centre (e.g., ROI)
- Track and evaluate impact of programmes and initiatives to ensure continuous improvement and optimization
- Manage and update the Group learning website to advance knowledge sharing
- Define and implement digital processes for company-wide knowledge management
- Oversee the management of the learning management system
- Manage learning reporting for the Corporate Centre and Group HR, collating reports from across BU's
- Ensure training and development is aligned to the transformation plan and position the function to maximise BBBEE rating
- Responsible for Telkom BBBEE spend on Learning and development
- Build and maintain relationships with business and support teams in order to ensure an efficient, effective and integrated Learning & Development approach
- Partner with the Talent Management lead to source and implement training programs for Hi Potential development
- Build and maintain effective business relationships with service providers to ensure quality and cost-effective learning and development solutions
- Maintain external visibility of developments and trends in the training and development field and stay current with emerging trends and needs.

**Required Certification**:
None.

**Qualifications**:

- Relevant 3-year degree/ diploma (NQF level 6), preferably in Human Resources or Education.
- A post graduate education/ business/ HR qualification will be an added advantage.

**Experience**:

- 7 years relevant experience in human resource development and/or Learning and Development of which at least 3-4 years on a specialist or management level.
- Must have experience in conducting organizational level, programme level, and individual level needs analyses to identify learning and development needs.
- Experience in Executive Leadership Development will be an added advantage.

**Special Requirements**:
Valid driver's license.
