**Main purpose of the job** To oversee the effective monitoring and evaluation of community activities implemented through sub-contracted Community-Based Organizations (CBOs) and outreach teams. This role involves coordinating with CBOs and outreach teams to ensure alignment with project goals, providing technical support and training on M&E practices, ensuring data quality and consistency, and reporting on project progress and impact. The officer promotes accountability and uses M&E findings to improve project outcomes, ensuring the project meets its objectives and delivers sustainable benefits to the community.

**Key performance areas**

**1.Coordinate with Sub-contracted CBOs and MatCH Community Outreach Teams** - Establish clear communication channels with sub-contracted CBOs and community outreach teams to ensure alignment with project objectives. - Provide guidance on M&E requirements to CBOs and outreach teams, ensuring they understand the expectations for data collection, reporting, and feedback. - Monitor the performance of CBOs and outreach teams, ensuring that they meet agreed-upon M&E standards and timelines.

**2. Support Capacity Building for CBOs and MatCH Outreach Teams** - Conduct training and workshops on M&E processes, data collection tools, and reporting for CBO staff and community outreach teams. - Build the capacity of CBOs to develop internal M&E systems, ensuring they have the skills to collect, manage, and report data effectively. - Provide ongoing support and mentorship to outreach teams to enhance their M&E skills, particularly in the context of working with diverse community members.

**3. Ensure Consistent M&E Systems Across CBOs**- In collaboration with the district M&E Coordinator, develop standardized M&E tools and procedures to be used consistently by all CBOs and outreach teams. - Ensure that each CBO and outreach team is using the same data collection methodologies and following the same processes for reporting results.Set up centralized data management systems to consolidate data from multiple CBOs and outreach teams for analysis and reporting.

**4. Monitor Implementation and Compliance**- Conduct regular site visits and remote check-ins with CBOs and outreach teams to assess the quality of their data collection and implementation. - Ensure compliance with project timelines, budget, and M&E standards by the sub-contracted organizations and outreach teams. - Identify gaps or challenges faced by CBOs and outreach teams and offer solutions to improve performance or ensure the project stays on track.

**5. Data Quality Assurance and Verification** - Establish a system for validating the data collected by CBOs and outreach teams to ensure consistency, reliability, and accuracy. - Conduct data audits and cross-checks, particularly in areas where discrepancies may arise between different teams. - Provide feedback on data quality issues and collaborate with CBOs and outreach teams to resolve them.

**6. Facilitate Feedback Loops** - Create feedback mechanisms that allow CBOs, outreach teams, and the community to provide input on project progress, challenges, and outcomes. - Ensure that findings from the M&E process are shared with the CBOs and outreach teams in a timely manner to inform project adjustments or improvements. - Foster a culture of continuous learning and improvement among CBOs and outreach teams by integrating feedback from beneficiaries, staff, and stakeholders into project strategies.

**7. Support Reporting and Documentation** - Consolidate data and reports from the different CBOs and outreach teams to produce comprehensive M&E reports. - Ensure that reports from CBOs and outreach teams are aligned with project objectives, are timely, and meet the standards required by donors or stakeholders. - Assist CBOs in documenting success stories, lessons learned, and challenges encountered during the project for internal learning and external reporting.\

**8. Stakeholder Engagement and Communication** - Ensure effective communication of M&E results to all relevant stakeholders, ensuring transparency and accountability. - Organize regular meetings or forums with CBOs, outreach teams, and community stakeholders to discuss project progress, challenges, and solutions.

**Required minimum education and training** o Diploma or Bachelor’s Degree in Statistics, Public Health, Health Informatics, Social Sciences, Development, Health, or similar field required. o Valid driver’s license with driving experience

**Minimum work experience** o 3 years’ relevant experience in field implementation and management of M&E in HIV related programs for public, private or NGO sector
- **Desirable additional education, work experience and personal abilities** o Matric Mathematics o Previous PEPFAR and/or HIV/TB project related M&E experienceo Knowledge of South African Public Heal
