Technical Lead: Health Systems Strengthening X 1

**Main purpose of the job**:
The Tech Lead: HSS will be responsible for providing technical assistance and implementation of the of the key HSS components of ASHTEC in EC, which includes lab services, supply chain management, capacity building, quality improvement, ideal clinic and planning and other programmes aimed at strengthening the health care systems. She/he will work with programme managers and staff to develop annual work plans and progress reports and to undertake other important documentation related to the portfolio
Key performance areas - Participate and actively contribute to the formulation of overarching organizational strategies for health systems strengthening - lab services, pharmaceutical services, human resources, quality improvement, capacity building/ training and knowledge management. - Provide oversight and technical guidance at strategic and district level on the overall implementation and monitoring of Health System Strengthening activities inclusive - lab services, pharmaceutical services, human resources, quality improvement, capacity building/ training and knowledge management. - Represent MatCH in other intergovernmental, academia and non-governmental organizations’ meetings at provincial, district and local levels. - Strengthening program policies, procedures and guidelines for lab services, pharmaceutical services, human resources, quality improvement, capacity building/ training and knowledge management - Ensure adherence and compliance with funder rules and requirements. - Support Programme Managers and the programme team by continuous monitoring and oversight of annual work and performance plans. - Support programme managers and facility teams in the design and implementation of programme interventions and strengthening of all components in current programmes. - Support programme managers or facility team with coordination of successful implementation of programme activities to ensure that the programmes meet set targets in accordance with national and PEPFAR standards.
High degree of resilience to accommodate rapidly changing expectations, plans and deliverables. - Excellent report writing and presentations. - Monitor performance and implementation of the WPs and develop action plan to control risks and address challenges aligned with guideline and document best practices. - Network to form strategic relationships with stakeholders including the DOH, Civil Society, community-based organizations, and other collaborating partners - Attend and support DAC meetings in relevant meetings (DOH/ USAID).
**Required minimum education, training, and technical support**. - Medical qualification: MBCHB, BCur or Pharmacy. - Post graduate qualification in public health
- oriented field from an accredited institution is required. - Unendorsed driving license is required.
**Professional body registration** - Registration with relevant South African statutory professional body.
**Minimum work experience -** A minimum of six years of experience with demonstrated progressively increasing responsibility in designing, implementing and managing large, complex activities involving multiple partners at district and provincial levels. - A minimum of six years of progressively responsible experience in technically designing and managing within the health systems in the DOH or Donor-funded environment - A minimum of six years prior experience managing or supporting the management of international donor-funded health programmes,preferably PEPFAR specific.
**Desirable additional education, work experience and personal abilities **- Knowledge of HIV, TB and DREAMS and differentiated care programs. - Knowledge of differentiated models of care - Knowledge of HIV guidelines and protocols - Excellent time management skills - Supervision and good group management skills - Good written and verbal communication skills - Ability to manage and resolve conflict. - Facilitation skills and able to work independently. - Report writing and interpersonal skills. - Strong administrative and planning skills - Ability to work independently and as part of a team. - Proficiency in English, isiXhosa and isiZulu - Professionalism, customer centered. - Ability to work under pressure and in a diverse environment. - Ability to work independently in a resource limited setting, as well as in a team environment.Attention to detail. - Self-motivation with high regard for excellence, work ethic, values and integrity - Ability and willingness to travel.
