**Main purpose of the job**:
- Provide strategic leadership and direction, and day-to-day programmatic and management oversight, to eight Key Populations Programme sites in line with program goals, objectives, and targets
- Plan, manage, and evaluate community-based delivery of HIV services via expanded peer outreach approaches, including population size estimates
- Lead mental health/psychosocial support interventions addressing the social determinants of health

**Key performance areas**:
- Ensure the Community Engagement strategy is technically sound, evidence-based, appropriate, and responsive to local needs
- Ensure the quality and sustainability of Community Engagement interventions
- Lead the design and evaluation of community engagement interventions, including mental health/psychosocial support interventions addressing the social determinants of health
- Communicate the Wits RHI Key Populations Community Engagement strategy to all relevant stakeholders externally and internally, in particular ensuring standardization of peer outreach approaches across implementation sites
- Ensure site-level compliance with the Key Populations Programme Cooperative Agreement/Award and oversee program activities to achieve stated expected results
- Mentor a team of social workers responsible for implementing mental health/psychosocial support interventions to support treatment adherence
- Optimise peer educator community outreach efforts and efficiencies, including their work readiness and psychosocial well-being, in collaboration with site managers and social workers
- Conduct regular site mentoring and management oversight visits
- Lead meetings with specialist teams and other stakeholders
- Support the annual work planning process in close collaboration with the Chief of the Party and other Key Personnel, USAID, the Department of Health, and project partners
- Support the writing and/or review of materials and publications related to this USAID-funded HIV project and its development
- Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
- Provide oversight and coordination to the compilation of weekly, monthly, quarterly, annual, and ad hoc reports according to program requirements
- Support the writing and/or review of technical components of materials such as SOPs, technical frameworks, etc.
- Acting as a point of contact for the Community Engagement technical area, develop and maintain strong working relationships and alliances with USG, the National, Provincial, and District DoH/DSD, and other key stakeholders
- Appoint and provide guidance, in collaboration with key staff, to sub-contractors and sub-awardees
- Represent Wits RHI’s interests and present progress, achievements, and lessons learned to key stakeholders, including USAID and partners in public and professional circles through meetings, conferences, and presentations
- Advise national counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutions
- Communicate with all levels of Wits RHI staff about program outputs and outcomes
- Participate in relevant organizational research to develop new research questions in the specialist area and other cross-cutting areas
- Implement research studies in conjunction with the other WRHI teams
- Attend and participate in organizational research meetings
- Mentor and support a team of social work staff to align their efforts to ensure rapid and sustainable results
- Attend to all staffing requirements and administration
- Supervise and manage the duties of subordinates to ensure optimal staff utilization and maintenance of sound labor relations
- Promote harmony, teamwork, and sharing of information
- Take ownership and accountability for tasks and demonstrate effective self-management
- Follow through to ensure that quality and productivity standards of own work are consistently and accurately maintained

**Required minimum education and training**:
- **Master's or Postgraduate Degree in Social Work, Community Psychology, or Community Development with experience in Public Health**
**Desirable additional experience and personal abilities**:
- 8 to 10 years of management experience in social development or HIV-related public health programs, preferably with Key Populations
- Demonstrated leadership, management, and change management abilities, including the ability to manage a diverse team
- Demonstrated a history of influencing positive change with external stakeholders and developing and maintaining relationships at all levels of host and partner organizations
