**JOB PURPOSE**
The MERL Officer will support the Monitoring, Evaluation, Research, and Learning (MERL) function
of Signa Opportunity by providing critical research and analysis of data to measure and demonstrate
the impact of Signa Opportunity programs. The MERL Assistant will amongst others, assist to
develop and utilise MERL tools of analysis, frameworks, best practices, and systems during
program initiation, implementation, closeout, and post-program phases, to track the quality and
impact of programs by unearthing insights to be shared with team members and other stakeholders.
He/she must have a keen interest in contributing to fighting the pressing challenge of youth
unemployment through applied research.
**QUALIFICATIONS & EXPERIENCE**
2-3 years’ experience in quantitative and qualitative research or MERL.
Honours qualification in Social Sciences or equivalent
Proficiency in some statistical reporting software would be preferred.
Computer literate (MS Office - at least intermediary skill in word, excel, power-point).
**DUTIES & RESPONSIBILITIES**
Assist in the development of MERL strategies, standard monitoring, and evaluation tools and methodologies fit for purpose / to meet program needs and update when required.

Assist to develop standard operating procedures (SOPs) the MERL function.
Using data and data analysis, promote evidence-based feedback and timely insights to implementation teams and management.
Conduct implementation assessments through surveys, focus groups, field monitoring, etc., to assess project implementation progress and overall program targets.
Deliver all needed project reports in a high-quality and timely manner, including documentation of success stories (Po1), data analysis for indicator computation, and a summary of the learning agenda based on findings.
Produce reports, articles, and publications on insights, promising approaches, lessons learned, trends, and for management, clients, government, and other key stakeholders.
Provide inputs for updating the impact page and other impact-related sections on the website, proposals, brochures, etc.
Provide guidance notes or fact sheets for management for articles, speaking events, and press releases and generally create relevant content targeted at various audiences.
Attend or observe project activities and training and work with the functional teams to support the team in developing evaluation tools and collecting and analyzing the collected data.
Implement a folder structure and ensure data is collected, stored, and disseminated within the records, documents management standards, and systems of the organization (including POPIA).
Support the program team in writing reports, analyzing findings, and providing
recommendations as required for project planning, performance management, and reporting.
Facilitate training of team members on all aspects of MERL (from data collection to reporting)
Guide the marketing team in the visualization of data.
Create and manage a single repository of research results.
Design; develop and implement research and insight projects by engaging and collaborating with internal and external stakeholders.
Participate in project evaluations in team meetings.
Research various topics to support the company’s objectives (collection information, evaluation information, and presenting such information).
Proactively engage in continuous professional development and stay abreast of MERL best practices.
Prepare monthly reports for management
Other related duties as assigned by the Operations Manager.
**COMPETENCIES & SKILLS**
Strong quantitative and qualitative skills
Strong statistical analysis skills
Exceptional oral and written communication skills
Strong attention to detail.
Excellent organizational skills needed to handle multiple projects simultaneously.
Strong Excel skills, especially in creating charts and graphs.
Demonstrated experience with building online surveys.
Demonstrated maturity to work successfully in high-pressure situations.
Coursework and/or hands-on experience with evaluation methods, including survey design and administration preferred.
Interest in and knowledge of youth development issues.
