Reporting to Chief Executive Officer

Position objective:
The Chief Financial Officer is tasked with the development and implementation of the organisation’s financial strategy and the resourcing of the strategic objectives in a sustainable manner. Responsible for developing and promoting a system for good, proper and sound financial management to ensure that the financial interests of the organisation and the public are protected. Ensure that procurement is done in a fair, equitable, appropriate, economical, efficient and effective manner, along with ensuring that the necessary governance processes are in place as per the related legislation

Position Benchmark Summary:
Responsible for the overall financial function in an organisation. Determines financial strategy, establishes financial and dividend policy, responsible for investment decisions and co-ordinates all aspects of the financial function, plus ensure governance practices are enforced. Directs activities associated with the security and investment of the organisation's assets and funds and ensures that financial transactions, policies and procedures meet short and long term objectives and regulatory body requirement

Key Performance Areas:
MANAGEMENT: Management of employees

Manage team performance to ensure targets & objectives are met by:
? Ensuring that corporate objectives are met through the cascading of the Corporate initiatives into individual performance contracts
? Conducting performance agreements, PDP's & evaluations as per company policy & procedure
Recruitment & selection of competent employees according to company policies & procedures
? Ensure recruitment of high calibre & suitable staff capable of meeting inherent job requirements
Manage and Oversee Employee Relations according to company policies & procedures by:
? Ensuring compliance with all applicable legislation throughout the organisation in terms of Employment practices
? Ensuring low performers are managed within the company's policies & procedures & legislation to ensure that performance contribution improves

To build capability and capacity to meet changing organisational requirements:
Actively support & stimulates continuous development by:
? Promoting knowledge acquisition, sharing & transfer by means of internal knowledge sharing platform
? Ensures staff development in the relevant skills to support attainment of company's objectives

To promote prudent financial management:
Effective use of the budget by:
Ensuring prudent financial discipline in department budgeting & expenditure
Ensuring programmes are executed within budget

Ensure adherence to all financial & procurement processes & procedures

Manage budget in accordance with company policies & procedures to ensure no unauthorised, wasteful & irregular expenditure
Grant management; monitoring the expenditure in line with allocated contract amounts on mandatory grants and discretionary grants

Establish and maintain appropriate financial recording systems within the department and the company as a whole to ensure the effective and efficient management and control of financial resources

Co-ordinate the preparation of financial statements, financial reports, special analyses, and information reports to ensure efficient and effective financial planning, reporting and management of the company

Ensure accurate financial management by overseeing the approval and processing of:
? Revenue stream and projections
? Expenditure allocated in departmental and project budgets
? Reconciliation of supplier contracts
? Reconciliation of programme contracts
? Departmental budgets

? Salary and payroll updates
? Maintenance of the general ledger
? Acquisition and safeguarding of assets
Analysing, coordinating and evaluating cost management reports for all programmes and/or projects to support the review of performance of all functions within the company

Assist and guide the CEO and Executive Management team in the development and implementation of a strategic financial management plan in order to:
? Ensure effective, efficient and regulatory compliant financial management within the company
? Develop, implement and enforce stringent financial management controls
? Assist Executive managers with the financial management of unit budgets, requisitions and allocations

Guides the effective and efficient management of the company's working capital and revenue by:
? Developing and managing the company's system for managing revenue, including levy contributions, provider and supplier payments in line with legislative requirements and relevant accounting standards
