Reporting to the Chief Executive Officer

Position Objective:
Manage the delivery of the comopany's core operational services, which include Skills Development Programmes, Learnerships and ETQA. Oversee the management of the day-to-day Operations Division within the agreed budget and service levels, while ensuring compliance with operational policies, procedures and relevant legislation and Skills Development regulations. Oversee the effective implementation of all relevant programmes at national and provincial level

Position benchmark summary:
Responsible for all operations in compliance with goals, policies and objectives established by the Chief Executive Officer and the Board / Executive Authority. Directs, coordinates and administers all aspects of an organisation's operations or subsidiary operations through subordinates. Develops corporate policies that encompass all or some areas of the organisation's operations

Key Performance Areas:
To build high performance culture:
Manage team performance to ensure targets & objectives of promoting and co-ordinating skills development initiatives and strategic sectoral training interventions, to enhance efficiency and effectiveness of the local government sector, are met by:

- Ensuring that corporate objectives are met through the cascading of the Corporate initiatives for ETQA, Learning Programmes and Regional Operations into individual performance contracts
- Implementing the operational plan through the effective definition of performance targets for ETQA, Learning Programmes and Regions, as well as measures in order to evaluate success
- Conducting performance agreements, PDP's & evaluations as per company policy & procedure

Recruit & select competent employees according to company policies & procedures:

- Ensure recruitment of high calibre & suitable staff capable of meeting inherent job requirements

Manage Employee Relations according to company policies & procedures by:

- Ensuring compliance with all applicable legislation throughout the organisation in terms of Employment practices
- Ensuring low performers are managed within the company's policies & procedures & legislation to ensure that performance contribution increases

Provide day-to-day leadership and management to the Operations Unit and ensure that all programme activities operate consistently and ethically within the mission and values of the company

Coordinate the efforts of the different operational areas under management to ensure mínimal duplication of efforts, maximum efficiency and to maximise value for money

**To build capability and capacity to meet changing organisational requirements**:
Actively support & stimulates continuous development by:

- Promoting knowledge acquisition, sharing & transfer by means of internal knowledge sharing platform
- Promote regular and ongoing opportunities for all staff to give feedback on programme operations
- Leading, coaching and developing company’s operations management team for all strategic plan implementation processes, with an emphasis on developing capacity in strategic analysis, planning and program budgeting
- Ensures staff members are continually being trained & developed in the relevant skills to support attainment of the company's objectives

Provide programme operational leadership and structure to accommodate the growth and improvement objectives of the company by:

- Being actively involved in all programmes, services and initiatives, developing a broad and deep knowledge of all programmes
- Identifying opportunities to leverage cross-programme strengths to take advantage of new opportunities and/or to address organisational challenges
- Developing an accurate and adequate Operations budget in accordance with the company's budgeting cycle and requirements
- With SCM, reviewing and monitoring that all procurement and contracts entered into for the purposes of promoting and co-ordinating skills development initiatives and strategic sectorial training interventions, meet all legislative and regulatory requirements and that competitive pricing achieved

Effective use of the budget by:

- Ensuring financial discipline in department budgeting & expenditure
- Ensuring programmes are executed within budget

Ensure adherence to all financial & procurement processes & procedures

Manage budget in accordance with the company's policies & procedures to ensure no unauthorised, wasteful & irregular expenditure
