**Budget and Revenue Management Advisors**

**Location**:All assigned provinces

The key activities per focus area over the duration of the project will include, but not limited to the areas highlighted below.

**A. **Budget and Revenue Management (BRM) institutional support and capacity building**
- Stakeholder Engagements -participate in management meetings and present progress reports on the implementation of the BRM SP and related matters. Actively participate in municipal BRM and other intergovernmental forums and meetings.
- PT municipal BRM capacity -Assist with evaluation of the PT municipal BRM structure and staffing capabilities on an annual basis and provide recommendations to ensure sufficient capacity exists to fulfil the PT's M FMA budget oversight role and for effective skills transfer.
- Municipal (BTO) BRM capacity -Undertake annual reviews of the municipal BM organograms and make recommendations regarding capacitation.
- BRM capacity building -Conduct on-going capacity building and training with PT and municipal BRM staff on budget management related reforms.
- Facilitate the designation and capacitation of a Provincial Treasury MFMA budget funding assessment champion to drive budget reforms and capacitate the Treasury staff.
- BRM capacity building -Conduct on-going capacity building and training with PT and municipal BRM staff on revenue management related reforms, including use of the National Treasury revenue management related tools such as the valuation roll reconciliation tool and the Tariff Tool, etc.

**B. **BRM policies and SOPs**
- Assist Treasuries and municipalities with the review and drafting of customised municipal By-laws and budget related policies that adequately integrate with the revenue related policies by:

- Reviewing and aligning the budget and revenue management By-laws and policies, i.e., tariff policy, credit control & debt collection policy, indigent policy, rates policy, etc. and SOPs to applicable legislation, frameworks and guidelines.
- Reviewing the budget processes within the municipality and align SOPs to applicable legislation, frameworks, and guidelines.
- Reviewing of all revenue management related By-laws and policies, to ensure best practice and effective formulation and implementation across the revenue value chain, i.e., customer data and accounts, meter reading, billing, payments, credit control and debt collection, indigent management, customer care, etc.
- Providing technical guidance and support to municipalities with the implementation of their SOPs.
- Building awareness through workshops of the SOPs to municipal staff and councillors as required.
- Assisting municipalities to address common audit findings and qualifications pertaining to budget related transactions and disclosures.

**C. **Budgeting**
- Assist Treasuries and municipalities with the preparation of credible, funded, and compliant medium-term budgets by:

- Assisting municipalities to adhere to the applicable legal prescripts, i.e., MFMA, MBRR, etc. regarding budget timeframes and submissions.
- Assisting municipalities to compile and adopt credible and funded budgets.
- Providing support to municipalities and PTs with the MBRR schedules and the funding assessment methodology for the Tabled budget, adopted budget and adjustments budgets (S72 report).
- Assisting municipalities with the setting of cost reflective tariffs for all billable municipal services.
- Assisting municipalities with the effective implementation of adopted budgets and related statutory reporting requirements.
- Facilitate the integration of valuation roll reconciliations and cost reflective tariff calculations (using the respective National Treasury tools) as part of the assessment of whether budgets are annually funded.

**D. **Budget funding plan**
- Assist with developing a credible funding plan in cases where an unfunded budget was adopted.
- Monitor performance of the funding plan with ensuring correct input into the dashboard developed to track progress.

**E. **Section 71 analysis and reports**
- Assist with and capacitate Treasury staff to undertake analysis of s71 monthly reports in a context of the adopted and / or any Adjustment MTREF, and monthly recommend appropriate correct measures where applicable to municipalities.
- Ensure that the following information is timeously submitted together with the s71 reports:

- A narrative component aligning to the minimum format and content requirements for section 71 reports;
- An extract of the trial balances from the general ledger;
- Copies of the actual monthly bank statements (reflecting the opening and closing bank balances) for the primary bank account;
- Bank reconciliation for the reporting period in the primary bank account; and
- Copies of the quarterly tabled section 71 documents in the prescribed Schedule C format including the applicable council resolution.
