Fund Management Programme Officer

-The main purpose of this position is to manage and optimise the external fund management programme, to ensure global best practice, and to enhance the efficiency with which gold and foreign exchange (FX) reserves are managed at the South African Reserve Bank (SARB).
-Detailed Description
Make recommendations during the review of the Investment Policy, Investment Guidelines and Strategic Asset Allocation (SAA) to ensure their optimal alignment to the ever-changing financial market environment and best practice.
- Develop and manage the external fund management programme relationships to maximise benefit from existing and potential external fund managers.
- Manage and optimise the external fund management selection programme to enhance the management of gold and FX reserves.
- Use and analyse information from external fund managers to enhance the internal fund management investment decision-making process.
- Manage the external fund management programme to ensure skills transfer and capacity building for the internal management of reserves, risk management, the Reserves Management Committee and all other facets of the reserves management value chain.
- Compile management reports on the overall performance of the external fund managers, the overall relationship and the risks inherent in the service provisioning.
- Keep abreast of the latest trends in central bank reserves management and private sector asset management practices, and make recommendations for the adoption or development of best practice in this regard.
- Develop and maintain a procedure manual with respect to the management of reserves, and provide guidance on the interpretation of policies and procedures.
- Engage with and manage internal and external stakeholders.
- Participate in departmental projects and provide input on behalf of the Reserves Management Division.
Job Requirements
a degree at NQF level 7, or an equivalent qualification in Economics, Finance or a quantitative field, or an equivalent combination of education and job-related experience; and
- at least 5-8 years of work experience in the financial markets environment.

- contract and service management knowledge; and
- basic understanding of investment management principles.
