**ROLE PURPOSE**

The HR Officer role is an HR generalist function which forms part of the DHR unit within the HR Team of MSF S n A.

The role will work together with the HR Manager and administratively support implementing the annual DHR operational plans for MSF S n A. The HR Officer will be the first point of contact between MSF S n A staff and DHR and will attend to daily HR administrative functions, support in ensuring HR policies and practices are adhered to, and support all departments and staff throughout the employee lifecycle.

**Duties**

**Workforce Planning and Staffing**
- Onboarding of new staff
- Follow up and update visa processes for new/existing staff
- Administrative support for relocations of new staff & preparation of paperwork for finance payments
- Draft offer letters, employment contracts for all new hires & contract changes/addendums for existing staff. Ensure all staff have JDs and supporting documents is verified, open employee files.
- Create Bamboo profiles for all new staff & support staff on queries on system. Ensure that Bamboo is kept updated with all new HR information
- Ensure that all new staff are enrolled on all benefits and provide support with explaining benefits to all staff in the Section
- Exit Interviews with all staff and ensure records are kept and analysed

**Performance Management**
- Support staff and Supervisors/Managers on Performance Management queries and provide guidance on the tools to use.
- Track to ensure that Supervisors/Managers carry out evaluations/objective setting or probation evaluations for their teams by the deadlines. Flag non submissions or issues to HR Manager to follow up.
- Coordinate PMS data collection and compiling of reports by gathering pulling data, compiling reports in approved templates, and submitting as and when required.
- Quality checks on all evaluations and calculate notch increases due to employees and prepare required paperwork for processing.

**Wellness Management**
- Support the Staff and Supervisors/Managers on EAP queries
- Coordinate all logistics for the Staff Wellness Day and all wellness events
- Coordinate monthly Staff Wellness talks
- Support DHR in partnering with all units in ensuring a healthy and harmonious work environment

**Benefits & Rewards Management**
- Support the annual remuneration and benefit management data gathering by collecting required data, completing baseline analysis, providing insights and submitting by agreed deadline
- Update staff benefit information by receiving required information, completing documentation, submitting to service providers, confirming change of details within agreed deadlines, and managing completion of all these tasks as required and at least monthly before payroll cut-off
- Update staff on benefit changes by engaging with service providers, gathering information, scheduling and coordinating benefit update meetings (if relevant) and communicating relevant changes to all staff at least annually
- Complete legislated HR Management compliance reporting by gathering required information, completing reports and submitting to legislative body within deadline e.g. COIDA, DoL, SARS etc
- Process the MSF payroll by loading new employee details, reviewing monthly payroll, correcting errors and submitting for signoff within agreed deadline
- Resolve payroll queries by receiving query, gathering information, investigating, resolving, and providing feedback within agreed deadline
- Reconcile payroll by accessing payroll, verifying against staff list and salary information, making corrections before payroll submission monthly
- Arrange member education sessions annually for all staff benefits e.g. Medical Aid, Pension Fund etc
- Record keeping on flight and school fees benefits

**Employment Relations (ER)**
- First point of contact for staff on HR issues and queries, provide guidance on the applicable HR policies and processes to follow
- Advice staff on the grievance procedure to follow and support in resolving grievances
- Coordinate the compilation and filing of disciplinary and grievance documentation by creating checklist of required documents, collating, filing, following-up on missing documentation and collating into relevant portfolio of evidence as requi
