Provide strategic leadership and oversee operational performance, financial governance, stakeholder engagement, and compliance. Ensure high-quality service delivery, asset preservation, long-term sustainability, and alignment with estate rules and legislation. -------------- Key Performance Areas (KPA’s) -------------- Financial Planning & Management Strategic Leadership & Asset Value Enhancement Stakeholder Relations & Communication -------------- Responsibilities -------------- Develop and execute operational plans aligned with strategic objectives. Oversee maintenance, security, utilities, landscaping, waste and amenities management. Lead procurement, manage contractors and monitor SLA delivery. Implement preventative maintenance and continuous improvement. Promote service quality and operational excellence. Develop annual operating and CAPEX budgets and monitor financial performance. Manage levy collections, debtors, cash flow and expenditure control. Produce timely monthly financial reports and ensure accurate governance. Identify cost efficiencies and growth opportunities. Human Resource & Contractor Management Lead staff recruitment, performance management and professional development. Implement succession, retention and training strategies. Oversee contractor compliance and service quality. Ensure labour legislation adherence and staff wellbeing. Risk, Compliance & Governance Maintain and oversee risk register, assessments and mitigation processes. Ensure legal, regulatory and estate policy compliance. Manage audits, insurance and legal matters. Execute Board resolutions and governance processes. Strategic Leadership & Asset Value Enhancement Support strategic planning and capital project execution. Implement initiatives to enhance estate value, sustainability and reputation. Prioritise CAPEX, infrastructure renewal and development opportunities. Advise Board on positioning, growth and long-term planning. Stakeholder Relations & Communication Build strong relationships with residents, Board, authorities and community partners. Manage complaint resolution and represent estate externally. -------------- Requirements -------------- Qualifications Degree/Diploma in Business, Finance, Property, Engineering, Law or related field. Postgraduate qualification in Management/Property advantageous. Experience 8–10 years management experience (5+ years in estate/property/facilities). Proven strategic leadership and operational, financial and governance capability. Other Ability to work under pressure and after hours. Professional memberships (SAPOA, SAIBPP, IREM) advantageous. -------------- Competency Profile -------------- Thinking: Strategic insight, systemic understanding, sound judgement.
