Job Purpose:
The Skills Development Officer plays a key role in fostering employee growth and organizational development by driving learning programs, employment equity initiatives, and BBBEE compliance while ensuring business objectives are met.

Job Scope:
The Skills Development Officer is responsible for planning, implementing, and monitoring all skills development initiatives within the organization. This includes training and development, employment equity compliance, performance management support, succession planning, and BBBEE skills development contributions. The role ensures that the company meets its Workplace Skills Plan (WSP) and Annual Training Report (ATR) obligations while supporting the overall talent development strategy. This position requires working closely with department heads, SETAs, training providers, and regulatory bodies to ensure compliance with relevant legislation and maximize skills development benefits for both employees and the organization.

Qualifications and Experience:
  • Grade 12
  • Diploma in Human Resources Management
  • 3 to 5 years related experience preferably in the construction, engineering or manufacturing sectors.
Job Outputs:
Skills Development and Training Co-ordination
  • Develop, implement, and monitor the Workplace Skills Plan (WSP) and Annual Training Report (ATR) in line with SETA requirements.
  • Identify training and development needs across the organization through skills gap analysis and performance reviews.
  • Coordinate internal and external training interventions, ensuring alignment with business objectives and legislative requirements.
  • Liaise with training providers, SETAs, and other relevant stakeholders to facilitate skills development programs.
  • Monitor and evaluate training effectiveness, compiling reports and recommendations for continuous improvement.
Employment Equity (EE) Compliance and BBBEE Skills Development:
  • Assist in the development and implementation of the Employment Equity Plan, ensuring compliance with the Employment Equity Act.
  • Facilitate EE and BBBEE skills development initiatives, ensuring alignment with legislative and company requirements.
  • Facilitate the employment equity meetings, ensure that EE Forum Elections are held every two years.
  • Support the organization in achieving its BBBEE targets through learnerships, internships, apprenticeships, and bursary programs.
  • Submit necessary reports to the Department of Labour and ensure compliance with EE reporting obligations.
Succession Planning and Talent Development:
  • Work with Human Capital Director and business leaders to identify key talent and implement succession planning strategies.
  • Develop career development programs and initiatives that align with business growth and transformation objectives.
  • Support leadership development initiatives to ensure a strong talent pipeline within the organization.

Performance Management Support:
  • Support the performance review process by ensuring employee development plans are aligned with business goals.
  • Provide training and guidance to managers and employees on performance management best practices.
  • Assist in identifying high-potential employees for further development and growth within the company.

Reporting and Compliance:
  • Ensure timely submission of WSP and ATR to the relevant SETA.
  • Maintain accurate training records and reports for audits and compliance checks.
  • Keep abreast of legislative changes related to skills development, employment equity, and BBBEE.
Other HR Functions:
  • Assist in talent acquisition and recruitment process
  • Provide support to employees in various HR-related topics such as leave and compensation.
  • Assist in developing human resource policies and implementation.

Competencies:
  • Skills Development Legislation
  • Understanding of the Skills Development Act, Skills Development Levies Act, and National Qualifications Framework (NQF).
  • Workplace Skills Plan (WSP) and Annual Training Report (ATR)
  • Knowledge of compiling, submitting, and reporting on WSP and ATR in line with SETA requirements.
  • Employment Equity (EE) and BBBEE Compliance
  • Understanding of Employment Equity Act and BBBEE Codes of Good Practice, particularly in relation to skills development targets.
  • SETA Funding and Grant Applications
  • Familiarity with SETA processes, including Mandatory & Discretionary Grant funding applications.
  • Learning and Development (L&D) Best Practices
  • Knowledge of training methods, competency frameworks, and adult learning principles.
  • Performance Management
  • Understanding of employee performance reviews, career development planning, and succession planning frameworks.
  • Stakeholder Engagement and Communication
  • Ability to liaise with SETA representatives, management, employees, and external training providers.
  • Facilitation and Presentation
  • Ability to conduct training sessions, workshops, and presentations effectively.
  • Data Analysis and Reporting
  • Strong ability to collect, analyse, and interpret training and development data for WSP, ATR, EE, and BBBEE reporting.
  • Administration and Record Keeping
  • Strong skills in maintaining training records, compliance documentation, and audit readiness.
