Key Responsibilities:

  • Humanitarian response and emergency preparedness
  • Works with relevant regional clusters/sectors, incl. Regional Economic Communities (RECs), and 2gether 4 SRHR programme partners, and acts as a focal point for connecting key partners and relevant actors (including UNAIDS co-sponsors) in the HIV and humanitarian response with a special focus on SRHR in humanitarian context at regional level and country-level support.
  • Bridges global and country level within UNAIDS.
  • Contributes and supports disaster assessments or other humanitarian missions including preparation and dissemination of situation reports; builds synergies across HIV and humanitarian programming, with emphasis on conflict affected both displaced and non-displaced populations and in country or inter-country migration with a focus on priority countries.
  • Generates evidence and improved availability of data on HIV in humanitarian settings including risks, vulnerabilities, and effectiveness.
  • Strengthens the capacity of Joint Teams at regional and country level in preparing and responding to emergencies.
  • Conducts sensitization activities on community-led responses including for key populations in humanitarian settings and how to sustain inclusion of affected communities in all their diversity.
  • Supports UCOs in advocating for HIV-inclusive emergency preparedness in national plans, assessments, and humanitarian appeals in priority countries.
  • Capacity building of UCOs and regional and country level stakeholders.
  • Represent UNAIDS in regional humanitarian forums such as Regional Interagency Steering Committee (RIASCO) and coordinate the Regional AIDS Team for Eastern and Southern Africa RATESA TWG on Humanitarian response and the humanitarian RITT under 2Gether4SRHR.
  • Policies, guidelines, and tools development
  • Assists in developing new or updates to existing guidelines, toolkits, and tools relevant to maintaining HIV services and address HIV risks and vulnerabilities in humanitarian settings.
  • Develops improved assessment and monitoring tools relating to HIV in humanitarian settings including for availability and coverage of key services, with gender equality as a key aspect.
  • Contribution to Corporate Processes and Representation
  • Manages a collection of country experiences and good practices in HIV in emergencies.
  • Moderates communities of practice related to HIV in humanitarian settings.
  • Contributes to resource mobilization strategies and activities.
  • Represents UNAIDS in processes relevant for HIV in humanitarian settings, especially through regional fora.
  • Performs other duties as required when requested by the UNAIDS Leaders.
  • Assist other UN partners for required support pertaining to SRHR in humanitarian context (UNFPA, UNICEF, WHO by UNAIDS secretariat) and UNHCR and WFP in humanitarian settings.

Required Qualifications:

Education: Advanced university degree at Masters' level in medicine, infectious diseases, public health, international relations, public policy, political science, social science, engineering, or another area related to duties and responsibilities


Experience: At least 7 years of experience in: program implementation, monitoring and evaluation related to HIV, sexual and reproductive health, gender, and/or humanitarian affairs, emergency preparedness, crisis/emergency relief management, and/or gender-based violence, community-led responses, food security. Extensive international experience in development and/or humanitarian and/or fragile contexts in ESA region at regional/country level. Familiarity with humanitarian coordination mechanisms. Familiarity with global HIV/AIDS response.


Languages: Proficiency in English. French and Portuguese are an added asset. Knowledge of additional UN official languages


Annual Salary: (Net of tax) US$77,326 at single rate
