MANDATE OF THE DEPARTMENT:

The Equality and Rights for All Practice team delivers on the UNAIDS Secretariat's goals of reducing inequalities.

This specifically refers to ensuring that the HIV response is gender transformative, rights-based and people-focused - People Living with HIV, key population and youth (including Adolescent Girls and Young Women) - in a manner that is community-led, inclusive and progresses societal enablers.

The team also delivers on the organizational agenda to remove human rights barriers and intersecting gender inequalities.

It does that by developing and sharing policies, guidance, research and tools that support legal, policy and social norm change; by advocating for a greater political commitment; and by convening communities of practice and leveraging existing and new partnerships to continuously identify and respond to the inequalities driving the HIV epidemic.


Main tasks and Responsibilities of the Position:

Reporting to the Chief, Gender, the Senior Advisor, Gender shapes and aligns UNAIDS institutional positions and strategic directions with international norms and standards on gender equality and the human rights of women and girls in all their diversity.


He / she has the following key responsibilities:
a) Provision of guidance and support on gender equality


Provides technical leadership, coordinates and develops strategic guidance and knowledge management tools, to strengthen the capacity of the UNAIDS Secretariat including at global, regional and country levels, to support gender transformative HIV responses at the country level, including by advancing substantive gender equality, preventing and responding to gender-based violence, advancing sexual and reproductive health and rights, and comprehensive sexuality education, and transforming harmful social norms, in regional and national HIV policies, plans and frameworks, as well as by supporting the full integration of HIV in gender plans and operational strategies.


Leads the provision of strategic support to regions and countries to drive the implementation of the Global AIDS strategy, ensuring coherence on gender equality internally and across the Joint Programme.


Oversees UNAIDS reporting and contributions to global reporting mechanisms related to gender equality, including, reports of the Secretary General, UNAIDS global publications or other strategically important reports or publications.


Facilitates linkages and synergies between regions, countries and the Global Center, conducts monitoring and shares knowledge, including through communities of practice, on new research and emerging issues, good practices, normative frameworks, and tools to support the operationalization of key strategic documents that advance substantive gender equality and eliminate gender-based inequalities that drive the HIV epidemic.


Leads the preparation and/or integration of contributions in the areas related to gender equality and the human rights of women and girls in all their diversity, with a particular focus on women living with HIV, women key populations, and AGYW, in collaboration with partners and cosponsors.


Develops stand-alone content such as such as briefing notes, policy papers, memos, presentations and other documentation and communication materials for use within and outside the Practice, including for Senior Management, ensuring the highest standards quality, accuracy, clarity and presentation.

Contributes content for reporting to governing bodies, donors and other relevant high-level purposes, as required.

b) Advocacy and representation


Analyzes the global HIV epidemic, context and response from a gender perspective, as well as relevant data on intersecting and gender-based inequalities, sexual and reproductive health and rights, comprehensive sexuality education, and GBV to formulate appropriate advocacy messaging.

Provides guidance, substantive inputs and quality control on gender equality advocacy strategies, materials and dissemination tools
