Organizational Setting and Work Relationships

Under the direct supervision of the Senior Protection Coordinator, the incumbent will help to translate into concrete action the ExCom Conclusion No 106 (LVII , which elaborates the 4 pillars of the statelessness architecture in UNHCR, support Country Operations to reflect the protection and solution angle with regional processes, to assist in developing strategies to build and further develop national and regional statelessness systems with a view to ensuring fairness, efficient, adaptable favourable environment. Previous experience in general protection is an asset.

Experience is also needed in the development of strategies at the regional and country level on the usage of law and policy, including legislative and judicial engagement, the UN human rights mechanisms and engagement with relevant international and regional fora to advocate for the protection of statelessness persons.

Working experience with academic institutions is an asset.

Nature of Position:


The Regional Bureau for Southern Africa in Pretoria covers the following countries: Angola, Botswana, Comoros, Congo (Democratic Republic of), Congo (the Republic of), Eswatini, Lesotho, Madagascar, Malawi, Mauritius, Mayotte, Mozambique, Namibia, Seychelles, South Africa, Zambia and Zimbabwe.


The issue of identification, prevention and reduction of statelessness and the protection of stateless persons is a major issue of concern in the Southern Africa region, and most countries are not party to the 1954 Convention Relating to the Status of Stateless Persons and the 1961 Convention on the Reduction of Statelessness.

There are risks of statelessness in all countries covered by RBSA, essentially linked to gaps in nationality legislations, low rate in birth registration and protracted migration/refugee situation.

There is a political will from States in the region and from the main regional economic community ( the Southern African Development Community) to solve statelessness, but they lack expertise.

Budget is limited and there is limited staff capacity in country operations.

The incumbent must come up with a strategy to strengthen partnership and develop capacity of staff members and operational partners.

As a result, the incumbent must have proven record of delivering training in statelessness, and a solid experience in inter-agencies cooperation.


Some of the key issues in the region are lack of data on statelessness, and limited capacity from country operations to contribute to the strengthening of birth registration.

The incumbent must have proven record of experience in collecting data on statelessness and must have a solid knowledge in birth registration.

The region is composed of countries with common law and civil law systems. Considering that the incumbent will have to advise and guide the reform of nationality legal framework, the incumbent shall have experience working in both systems, be fluent in English and French, and hold a law degree

The position reports to the Senior Protection Coordinator.

The Senior Statelessness Officer must possess a proven track record working on issues related to the identification, prevention and reduction of statelessness and the protection of stateless persons or those at risk thereof.

Previous experience working in a regional context would be an advantage.

The position calls for flexibility with a high degree of accountability and good diplomatic skills in order to promote accession to Statelessness Conventions.

S/he will be responsible for creating effective and collaborative relations with Statelessness Focal points in each country of the region.
