Main purpose of the job:
- Serve as Programme Head and provide oversight for Wits RHI's Gophelega Programme implementation
- Provide strategic leadership and direction to the Districtlevel Senior Managers to ensure technical, programmatic, compliance and financial integrity of the Wits RHI Gophelega programme and achieve project goals, objectives and targets

Key performance areas:
- Provide mature supportive leadership, management and oversight of the implementation of the District level Care and Treatment programme and improve strategies within national and international guidelines
- Ensure the DSP programme is technically sound, evidencebased, appropriate and responsive to local needs
- Provide inspirational supportive leadership in the design, analysis, and synthesis of interventions and innovations
- Ensure the quality and sustainability of interventions
- Communicate the Wits RHI programme strategy to all relevant internal and external positive stakeholders
- Conduct programme site visits and review programme performance assessments to evaluate progress on implementation plans
- Lead meetings with internal and external stakeholders
- Take responsibility for ensuring the effective implementation
- Working with the Programme Head, ensure compliance with the CDC Cooperative Agreement and oversight of programme activities to achieve stated targets and expected results
- Take responsibility for the delivery of the annual work planning process, providing input and oversight in close collaboration with Deputy District Programme Head, Technical Leads and key senior managers
- Including HIV/TB Care and Treatment Managers, CDC, Department of Health, Municipality and other project partners
- Mentor, coach and support a senior district team of highly qualified staff and align their efforts to ensure rapid and sustainable results
- Provide guidance, in collaboration with key programme staff, to subcontractors and subgrantees and coordinate activities with other agencies
- Support the writing and/or review of technical components of materials and publications related to the programme, its development and implementation
- Ensure compliance with CDC operational policies and regulations.
- Work with the Gophelega SI/Monitoring and Evaluation (M&E) Lead and M&E staff to develop M&E frameworks and tools to track data/results effectively
- Provide oversight and coordination to the compilation of weekly, monthly, quarterly, annual, and ad hoc reports according to program requirements
- With Gophelega Programme Head and WHC Grants team, ensure the programme's financial integrity to achieve contractual objectives and targets
- Ensure resources for programme implementation are available
- Work with Programme Head and WHC Grants finance and programme staff to develop and track project budgets
- Ensure timeous submission of financial/budget reports, via WHC Finance Staff
- With Senior Stakeholder Engagement Manager and District Stakeholder manager, foster and maintain strong working relationships and alliances with USG, National, Provincial, District and Municipality DoH and other key stakeholders to maximize resources and avoid duplication of effort
- Represent RHI's interests and present progress, achievements and lessons learned to key stakeholders, including CDC and partners in public and professional circles through meetings, conferences, and presentations
- Advise national counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutions
- Communicate with all levels of Wits RHI staff about inputs and outputs
- Attend and approve all staffing requirements and administration including recruitments, resignations, and disciplinary matters
- Supervise and manage the duties of subordinates; Coach and support subordinates to ensure motivated staff and optimal staff utilisation and maintenance of sound labour relations
- Review, finalise and approve subordinates' work plans
- Drive, oversee and help facilitate performance development and assessments at the Districtteam level
- Identify substandard performance by team members and take necessary corrective actions
- Coach and train subordinates and team members to ensure the acquisition of knowledge and skills required by the organisation
- Promote harmony, teamwork and sharing of information
Required minimum education and training:

Masters or Postgraduate Degree with experience in Public Health with specialist knowledge of HIV & TB; MBBCH, PhD
Required minimum work experience:
-
5 years of management of HIV/TB-related district-level support programmes or comparable experience
Professional body registration:
- Registration with a regulatory statutory body such as SANC or HPCSA
