Position Purpose:_**

To ensure development and implementation of Transnet-wide effective internal controls through vigilant, monitoring and

assessing of controls and to minimise the risk to Transnet Group. This role is responsible for the overall management of all

internal control related matters, which include:

- internal audit,
- forensic investigations,
- fraud detection and prevention,
- financial compliance,
- resulting enhancement projects and process reengineering, and
- PFMA reporting and reductions in PFMA violations.

This role holistically ensures that the financial and compliance function acts as a strategic change agent in identifying areas

within Transnet that require financial and operational improvements in the internal control processes and driving the

development of appropriate models / solutions to address the shortcomings and overseeing the implementation thereof.

Position outputs:_**

1.Ensure Transnet Compliance to Internal Controls:

- Develop strategies to address adherence to relevant legislation, management of identified risks and ensure that controls

such as Business Critical Controls (BCCs) and CFRC operate effectively at Transnet.
- Compile and maintain a comprehensive risk management manual that addresses compliance risks to which Transnet is

exposed, objectives and aspects of applicable compliance laws, rules and standards; and
- Efficient management of business-critical controls, by reviewing risks and ensuring that process owners mitigate process

risks.

2. Oversee and manage the implementation and maintenance of effective Internal Controls across Transnet Group

Functions and Operating divisions:

- Develop and continuously review internal controls to support compliance to Business Processes;
- Ensure the implementation of actions contained/recommended within external and internal audit report in a holistic and

sustainable manner;
- Oversee the preparation of statutory and annual corporate governance reports (e.g. PFMA);
- Compile reports for and participate in the Internal Control Steering Committees and Group Governance Committee

meetings;
- Identify possible enterprise-wide risks that would impact execution of strategy including those highlighted by Internal

Audit;
- Manage the successful completion of the internal audit plan and the external service provider;
- To monitor internal controls and ensure operational effectiveness of financial as well as operational controls, including

periodically assessing and reviewing the organisation’s risk control framework and enhancing controls and re-engineering of
processes.

3.Ensure Group-wide Governance for, Compliance to and Reporting on Internal Controls:

- Analyse relevant governance principles, policies and internal control to develop action plans for ensuring compliance;
- Continuously review and update policies and procedures for approval;
- Comply with reporting requirements in terms of structure, timelines and quality as prescribed by the GCFO; and

4.Lead the development and implementation of a Transet-wide standard methodology, frameworks, systems and tools to

embed the principles of Combined Assurance across the organisation in conjunction with Transnet Internal Audit.

5.Provide specialist leadership of the groupwide evaluation of and reporting on effectiveness of controls on a quarterly basis

in all Group Functions and Operating Divisions.

6.As the eminent Group specialist, provide second line of defense in respect of driving internal controls and provide expert

advisory to all line / functional owners of business processes.

7.Lead and oversee the development, rollout and implementation of training and awareness programmes on internal controls

to all functional heads and business process owners across Transnet.

8.At a group level, track all audit and assessment findings (internal and external) and conduct periodic follow up reviews

where required.
