The main purpose of the position is to develop, manage and monitor Executive Support Services and related policies, enabling compliance to legislation

**Key performance areas**:

- Responsible for determining and supporting the strategic direction in the office of the Executive Mayor
- Implement the lawful policies, resolutions and bylaws of the municipal council and other spheres of government
- Ensure compliance to the reporting frameworks i.e the Municipal Systems Act, Municipal Structure act, Municipal Finance Management Act and the City's Mayoral and Council resolutions, policies etc
- Facilitate the interface between the OEM and the entire City's departments and Agencies
- Establish and drive integrated, sustainable and effective overall committee and secretariat support services to ensure effective identification of needs, requirements, measurements, reporting and communication on organizational demands
- Manage the financial administration of the department to ensure that the resources are used efficiently, effectively, economically and transparently
- Lead the effective and efficient management and development of human resources within area of responsibility in order to contribute towards the creation of a conducive work environment, capacitated workforce, effective management of human capitai and improved work performance
- Influence and communicate with all levels across the business to minimise resistance to change
- Establish and manage strategic internal and external relationships inclusive of customers, service providers, and relevant legislative agencies and legal structures

**Core Requirements**:

- Degree in Business Management, Public Management or Law or relevant equivalent NQF Level 7 qualification
- Computer literacy
- Interpersonal and conflict management skills
- 5 -8 years' relevant Secretariat services experience of which 5 years must be at senior management level
