Deputy Director: Remuneration, Benefits and

RESPONSIBILITIES:
Reporting to the Director-Human Resources the successful incumbent will be a member of the Human Resources Management team. The incumbent will also be responsible for providing strategic and operational leadership and management of Remuneration, Benefits and Organisational Design Division (RBOD) and support the Director-Human Resources in executing the departmental strategy and objectives related to remuneration, benefits and organisational design.
Other responsibilities include but not limited to the following:
- Lead and efficiently manage the remuneration and benefits specialist services and continually evaluate the remuneration, benefits and organisational design strategy in consultation with the Director-Human Resources and integrate the strategy into all other University strategies.
- Provide leadership and guidance to University stakeholders in order to effectively manage service delivery in the remuneration, benefits and organisational design matters.
- Provide required human resources support and assistance to the relevant Retirement Fund Committees (Benefits, Management of UP Pension and Provident Funds, Board of Trustees for Retirement Funds and Funds at Work Management Committee) as delegated by the Director-Human Resources
- Provide custodianship of the of the RBOD policies, procedures and processes, compliance to operator and service level agreements and review and update these as and when necessary in line with legislation, negotiated terms and best practices.
- Manage compliance to Protection of Personal Information Act (POPIA) and information governance (I-GAPP) and agreed terms of all operator and service level agreements.
- Facilitate capacity building, engagement and training of HR Teams, management and organised labour on RBOD portfolio matters and communicate any relevant changes in the portfolio.
- Lead the processes for the appointment of new service providers as well as review of service providers’ agreements in liaison with the Director-Human Resources.
- Manage tender processes that are related to service provision in the RBOD portfolio.
- Provide input and advice on key governance strategies, potential risks and risk mitigation measures on related HR policies, processes and procedures.
- Prepare and make recommendations to the Executive and the Human Resources Committee of Council on the salary increase mandate on an annual basis in consultation with the Director-Human Resources.
- Provide remuneration benefits information that support the UPBF (University of Pretoria Bargaining Forum) salary negotiations.
- Prepare presentations for the UPBF as required and participate in the forum as a Management representative.
- Lead research and benchmarking on remuneration and benefits best practices.
- Provide inputs for the RBOD annual budget allocation and monitor the divisional operational budget.
- Provide leadership and management on organisational design and job evaluation policy, procedures, processes and projects and provide feedback reports on the various projects.
- Chair and participate in internal job evaluation and re-evaluation sessions as and when necessary.
- Manage staff and lead in the creation of a high performance culture and ensure that staff performance plans are aligned to the divisional and HR objectives.
- Initiate and quality control all correspondence to University staff, management and other stakeholders.
- Participate in both internal and external audits as and when requested and give the required input.
MINIMUM REQUIREMENTS:
- A Bachelor of Commerce Honour’s or relevant Honours degree;
- A total of ten (10) years’ experience (of which 5 years must be in a management role) as follows:
- Remuneration, Benefits and Organisational Design experience at a specialist level in a large institution or organization;
Experience in job evaluation and organisational design and the Peromnes Job Evaluation System;
- Certified Global Remuneration Professional;
REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):
- Knowledge and understanding of the pension fund governance and associated legislation;
- Knowledge of remuneration and benefits legislation, rules and practices;
- Knowledge of relevant labour legislation, rules and practices;
- Knowledge of building compensation packages and bonus programs for various job levels;
- Computer literacy (Microsoft Office Suite);
- Excellent project management skills;
- Knowledge of benchmarking and conducting salary surveys;
- Excellent planning and organizational skills;
- Good analytical and problem solving skills;
- Excellent decision-making skills;
- High levels of integrity, and confidentiality
