Manager: Remuneration and Benefits

RESPONSIBILITIES:
Other responsibilities include but not limited to the following include:
**Remuneration and Benefit Policies, Procedures and Systems**
- Conduct research on best practices in terms of remuneration and benefits policies and procedures.
- Provide recommendations and input to policies and procedures.
- Assist the Deputy Director with designing and developing remuneration and benefits policies, procedures, forms and systems and implementation of thereof;
- Monitor the consistent implementation of policies and procedures across the university.
**Remuneration Reporting and Support**
- Review remuneration and benefits policies, procedures and forms are current, active and updated timeously on the HR intranet in consultation with the Deputy Director.
- Attend to and resolve remuneration queries from staff, Line Managers and Management.
- Provide employees and Line Managers with remuneration and benefit related reports.
- Advise and support individual staff, HR staff, Line Managers and Management on remuneration matters;
- Support HR Staff regarding package calculations and also support HR Management with information related to salary negotiations, remuneration reviews, scarcity allowances, retention matters.
- Participate in remuneration and benefits projects.
- Provide salary analysis information to management for decision making in respect of monetary implications of merit increases, annual increases and promotional reviews.
- Assist with capacity building related to remuneration and benefits management awareness in the University.
**Benchmarking and Salary Surveys**
- Undertake regular salary and remuneration benchmarking so as to guide the university’s remuneration processes.
- Verify, analyse and upload the remuneration data for the external remuneration surveys.
- Analyse and verify the accuracy of the salary survey returns against the submitted information
- Identify and investigate remuneration related anomalies and exceptions and advise the Deputy Director of such.
**Rewards Administration**
- Administer and implement the rewards/incentive schemes in collaboration with the Performance Management Specialist and Deputy Director
- Communicate reward principles and criteria to staff in consultation with the Deputy Director
- Verify the allocation of performance bonuses against budgets and ensures implementation thereof.
- Processes annual monetary awards for the Exceptional Academic Achievers in liaison with the HR Business Partners.
- Provide assistance and support to the Deans and Executive on the allocations of annual National Research Fund (NRF) Awards and payment thereof.
- Implement approved Executive and Senior Management remuneration adjustments in consultation with the Deputy Director
- Manage, review and optimise all benefits related processes and procedures in line with best practices and legislation.
**Benefits Administration and Support**
- Provide secretarial support to the various Retirement Fund Committees (Benefits, Management and Board of Trustees).
- Assist the Deputy Director with the management of Service Level Agreements (SLA’s) and Operator Agreements for external service providers in line with IGAPP requirements.
**Staff Management**
- Manage the Remuneration and Benefits staff and monitor work flow for the staff and ensure that time lines are met, documents and reports are accurate and meet requirements for submission to benefits service providers.
MINIMUM REQUIREMENTS:
- B.Com Degree or relevant Bachelors or relevant degree
- At least five(5) years’ experience as follows:
- Relevant HR experience;
- Experience of the PeopleSoft and or similar related HR System, with particular reference to remuneration and benefits administration, processing and monitoring;
- Experience in remuneration, benefits, incentives and pension fund administration;
- Experience in staff management;
REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):
- Good knowledge and understanding of pension fund governance and associated legislation;
- Good knowledge of remuneration and benefits legislation, rules and practices;
- Excellent remuneration technical competencies;
- Computer literacy (Microsoft Office Suite);
- Good project management skills;
- Excellent skills in benchmarking and salary surveys;
- Good planning and organizing;
- Good analytical skills
- High levels of personal integrity and confidentiality
- Ability to work independently and under pressure
- Strong analytical and investigative skills
- Strong customer-service orientation
- Excellent numeracy skills and attention to detail
- Highly developed communication (verbal, written, presentation) and interpersonal skills
- Excellent planning and organizing skills;
- Ability to deal with complex functions and meet strict timelines;
