**_ Position Purpose:_**

To take overall responsibility as the Business Unit Manager for Procurement operations in the port so

that goods and services are received timeously. Lead procurement across all areas of spend with the

goal of achieving cost reduction, provide service solutions and support the port strategy/ies with

effective procurement strategies and negotiating with suppliers for most cost-effective contracts.

**_ Position outputs:_**

1. Manage availability of critical materials and services for the Port.

2. Manage the turnaround time of purchases for the Port.

3. Management of inventory to ensure stock availability at all times.

4. Compile procurement plans, initiatives, and tactics.

5. Implement and manage Procurement cost saving initiatives as per TNPA Plan.

6. Seek business solutions to improve processes and procedures - continuous improvement.

7. Manage day
- to-day purchases and ensures that repetitive purchases are placed on contracts

(tactical buying).

8. Maintain a competitive business culture by ensuring that all purchases are done in the most

cost efficient and effective manner.

9. Management of goods receiving ensuring compliance to P2P.

10. Scrutinise, manage, and facilitate all submissions to the DBAC and CBAC and other business

committees.

11. Prepare and conduct training and awareness programmes relating to policies, regulations, laws,

and procurement processes for all applicable internal and external stakeholders.

12. Continuous Liaison with finance to expedite payment processes.

13. Ensure timeous processing of purchasing orders.

14. Develop measurements / metrics to measure service levels / turnaround time to ensure timeous

processing of POs handled accuracy of POs, delivery, payments, and quality.

15. Manage stakeholder relationships, business opportunities, value-adding, dispute resolution,

negotiations, service levels and performance standards.

16. Manage the procurement and logistics function and resources allocation.

17. Manage and monitors adherence to SHE.

18. Sets and monitors performance standards with bi-annual reviews and feedback.

19. Develop career development plans, appraise, mentor and coach procurement team.

20. Manage the process of material sourcing, procuring and availability for all planned and

unplanned projects and initiatives.

21. Lead, direct and consolidate tactical sourcing and implement strategic sourcing contracts.

22. Execute portfolio based strategic demand strategies.

23. Implement and control sourcing strategy per commodity.

24. Supports continuous improvement by seeking out efficient business solutions to improve

processes in support of overall strategy.

25. Effective supplier management (non-contract).

26. Ensure completion of supplier evaluations and performance measurements.

27. Ensure development of effective supplier database.

28. Lead negotiations with stakeholders / users.

29. Ensure compliance to procurement to pay against detailed procurement procedure manual,

Code of Ethics and DBAC / CBAC rules and guidelines.

30. Procurement reporting and the provision of management information.

31. Negotiating favourable terms and contracts for the procurement of goods, services and

supplies.

32. Conducting ongoing market research to stay abreast of changed in the technologies, materials,

products, or other procurement factors which could affect organisation efficiency and costs.

33. Assessment of current and supply chain market.

34. Report on portfolio TCO, supplier performance, contract performance and efficiencies.

35. Monitors functional area adherence to legislation and company policies and procedures.

36. Identify growth and change opportunities within the supply chain environment to ensure

ongoing growth and improvement in delivery of Procurement contracting activities.

37. Identify potential bottlenecks in service delivery and liaise with Operations in formulating plans

to manage potential and actual crisis.
