Qualifications / Requirements:

- Minimum of 6 years of experience in managing procurement processes and project operations and/or a demonstrated track record of progressive experience
- University degree in business administration, management, international development or related field preferred but not required
- Experience with an international NGO and/or donor funded project is an added advantage
- Experience of supervising and training staff or willing to do this on project procurement and operations is preferred
- Proven ability to identify and develop processes and procedures where necessary
- Advanced computer skills in a Windows based environment including Word, Outlook, PowerPoint, Excel, SharePoint, and MS Teams
- Ability to undertake limited travel in South Africa, as necessary
- Strong communication and negotiation skills
- Build strong relationships with vendors
- Ability and experience to mentor procurement and operations staff
- Head up procurement (large spend)
- Devise sourcing strategies
- Approve the ordering of purchases
- Analyse market and delivery systems
- Draw up procurement and policy manuals
- General operations

Key Performance Areas:

- Ensure that company’s field office is operational per field operations manuals in close collaboration with the project team
- Ensure that company’s procurement process is executed in a systematic, transparent, and compliant manner, in alignment with company’s Procurement Policy Manual
- Provide oversight of all solicitation and procurement phases, including determining procurement requirements, identifying procurement methods, preparing and reviewing the procurement documentation and finalizing the procurements with the support of country Operations Manager
- Work closely with the Project’s Accountant, Operations Manager and Team Leader to ensure that procurements, contracts, and purchase orders represent best value for money and are in line with the project’s budget
- Communicate with the vendors and oversee their work and deliverables
- Ensure timely processing of purchase requests with the support of Operations Manager
- Ensure all procurement documentation is uploaded to SharePoint within 30 days of finalization with the support of Operations Manager
- Establish an effective inventory system
- Develop and implement administrative workflows, procedures, and standard quality controls
- Implement office support procedures and recommend changes as required
- Support Operations Manager in solving operating problems and providing guidance on procurement processes
