Our client is a Governmental organisation in the Local Government sector and they seek the services of the Senior Manager: Municipal Health, to be based at their head office in Pretoria.

POSITION CONTEXT

**Internal Operating Environment**

The specialists will support the Portfolio Heads in leading and guiding an integrated implementation of the THE ORGANISATION’S solutions within the area of specialisation across provinces and will support the provincial colleagues with implementation.

The incumbents are required to work closely with their peers within the core business and support functions to ensure an integrated, relevant and results oriented service offering to Members.

External Operating Environment

Municipal Health focuses on three key areas namely supporting municipalities in Primary Healthcare (district health systems), Municipal Healthcare (municipal clinics) and Environmental Health (including prevention of communicable diseases, water quality monitoring, waste management, pollution control and funeral regulation, cemeteries and crematoria).

There are a number of policy directives (National and international) and legislative and regulatory frameworks that govern THE ORGANISATION and the LG Sector. It is important that all Specialists have an in-depth understanding thereof with an ability to assess potential impact on the sector and municipalities.

Specialists need to have a good understanding of how municipalities work and will play a critical role in supporting the development of municipal service plans based on developed municipal profiles, leading to improved decision making.

The biggest challenge for the Specialist is to ensure an efficient, effective; and relevant and member centric service offering to THE ORGANISATION’s members to address critical challenges experienced in the LG Sector, whilst balancing the unique needs and priorities in each Province.

Specialists are expected to provide expert advice, guidance and support to the sector and member municipalities in strengthening institutional capacity towards becoming more resilient and sustainable and to provide improved services to its citizens.

Specialists play an important role in supporting the Portfolio Heads and governance structures with the development of technical content and advice and provide support in tracking and implementing resolutions taken in the governance structure meetings. Senior Advisors and Advisors support the specialists in this regard.

Specialists are required to support the representation of THE ORGANISATION and LG in IGR and other fora to protect the interests of the LG Sector and to constructively disrupt the structural arrangements, policy and legislative frameworks where it inhibits municipal delivery. It is also important to develop and maintain an external network in the area of specialization and manage stakeholder relationships in the public and private sector. Specialists are expected to identify and leverage sponsorship/ donor opportunities in alignment with overarching THE ORGANISATION policy.

The position requires that incumbents manage service provider relationships and performance for contracted services effectively to ensure high performance and economic value for investments.

JOB PURPOSE:
Represent the interests of Local Government at IGR and other Fora and provide support and advice to municipalities on all matters relating to the Municipal Health. Develop, direct and manage THE ORGANISATION programmes in area of specialisation to ensure improved relevance and impact.

Provide advice, support to; and build capacity in municipalities to deal with challenges in municipal healthcare in Local Government.

Focus Areas include:

- Municipal Health Services (MHS) and its nine functions (Water monitoring, Food control, Waste management & general hygiene management, Health surveillance of premises, Surveillance and prevention of communicable disease, excluding immunisations, vector control monitoring, environmental pollution control, disposal of the dead; and chemical safety)
- Primary and municipal health care
- HIV and AIDS function and programmes under AMICAALL
- Support to the other areas of Inclusive communities
KEY PERFORMANCE AREAS

**Research and Benchmarking**
- Provide ongoing analysis of the key challenges, needs and trends in area of specialisation (locally and internationally), to ensure that local government strategies and programmes are appropriately designed (with regards to both policy response and effective models of service delivery)
- Research and develop Policy Frameworks, Strategic Frameworks, positions, academic papers and guidelines
