**ROLE OVERVIEW**

Represent the interests of Local Government at IGR and other Fora and provide support and advice to municipalities on all matters relating to the Municipal Health. Develop, direct, and manage programmes in area of specialisation to ensure improved relevance and impact.

Provide advice, support to; and build capacity in municipalities to deal with challenges in municipal healthcare in Local Government.

**Focus Areas include**:

- Municipal Health Services (MHS) and its nine functions (Water monitoring, Food control, Waste management & general hygiene management, Health surveillance of premises, Surveillance, and prevention of communicable disease, excluding immunisations, vector control monitoring, environmental pollution control, disposal of the dead; and chemical safety)
- Primary and municipal health care
- HIV and AIDS function and programmes under AMICAALL
- Support to the other areas of Inclusive communities

- Ability to draft, analyse and interpret reports in a professional and quality manner for the Senior and executive team (Including SALGA governance structures***:

- Stakeholder Management and Influencing skills (Lobbying and advocacy skills)**
**QUALIFICATION AND EXPERIENCE**

**Qualification**:

- Relevant Masters’ Degree unless applicant can demonstrate competence through experience - Environmental Health/ health qualification relating to HIV and AIDS
- Valid Driver’s Licence - Frequent Travel

**Experience**:

- At least 10 years’ relevant experience of which at least 5 years have been at an equivalent level within a medium to large sized organisation.
- Demonstrates a sound understanding of the Local Government Sector
- Sound track record in effectively managing complex and sensitive stakeholder engagements at all levels.
- Politically astute with sound track record for lobbying and advocacy of positions

**Core knowledge**:

- Sound understanding of policy and legislative frameworks in area of responsibility
- Knowledge of the SALGA business and sustainability requirements
- Understanding of project management principles***:

- Understanding of expense management principles and regulations

**KEY PERFORMANCE AREAS**

**Research and Benchmarking**:

- Provide ongoing analysis of the key challenges, needs and trends in area of specialisation (locally and internationally), to ensure that local government strategies and programmes are appropriately designed (with regards to both policy response and effective models of service delivery)
- Research and develop Policy Frameworks, Strategic Frameworks, positions, academic papers and guidelines
- Conduct and interpret research in area of specialisation and create a learning and sharing platform to improve municipal efficiency in area of specialisation. Be a key repository of knowledge and information on local government and matters relating to the sector/ area of specialisation
- Conduct research on the best practice developments across the world utilising new and innovative technologies to improve service delivery

Conduct analysis on municipalities and provide guidance in respect of implementing improvement

**Represent the interests of Local Government Sector**:

- **Representation on key platforms such as National Health Council (NHC), Technical Advisory Committee of NHC and other relevant stakeholders**

Provide high quality advice on the legislative and regulatory framework of local government, and of the role and impact of the other
- spheres of government at the local level, on those issues pertinent to area of specialisation
- Represent SALGA and municipalities at various IGR and other Fora to protect the interests of municipalities/ Sector; and to disrupt structural form, policy or legislative frameworks in a particular sector, where it hinders municipal performance
- Develops content on a number of complex issues relevant to a SALGA advocacy position for mandating.

Understand and effectively manage relationships with the national and provincial governance structures of SALGA and the institutional structures of the Sector/ Professional discipline and key role players in the area of specialisation.

**Support, Advice and Capacity building of Municipalities**:

- Provide management. Legal and constitutional advice and support to municipalities
- Guide, support and provide professional advice to municipalities in the areas of focus/ professional discipline.
- Provide hands-on support to strengthen municipal capacity/ improve programme implementation
- Facilitate the implementation of the capacity building strategy and associated programmes in municipalities
- Facilitate training programmes/ peer learning sessions in the areas of focus/ professional discipline.
